Angband wasn't a thing in the 1st Age. But yes, we'd need different MWE amounts; the smallest HQs should have 30, 000 minimum.

I think Sauron's was in Minas Tirith, not Angband. Obviously not the Minas Tirith of the Third and Fourth Age.

Angband is the underground fortress itself, the Thangorodrim are the three massive volancic peaks above the entrance to the fortress.
Morgoth's original fortress was Utumno. Angband was built farther west in the Iron Mountains as an outpost to watch for attacks from Valinor and was placed under Sauron. Utumno was destroyed by the Valar during the War for the Sake of the Elves, as was Angband, but not completely. When Morgoth escaped from Valinor he returned to Angband, where Sauron had been gathering evil preparing for Morgoth's return, and Morgoth made it greater and built the Thangorodrim above it.
