Gundy was already weak by the end of the 3rd Age (in lore), I doubt they'd have any sort of presence in the 4th Age. Perhaps an HQ for all the orcs of the Misties, but eve that would be small.
But I think we're missing a fairly obvious evil candidate: the Easterlings.

The only Moria HQ would be a Dwarf HQ and Gundabad would be too far North. Rhun could be another Bad HQ though.

If we were to add Angmar and Gundabad, we might as well add everything. They're as far north as we can go, and with the number of regions we'd have to create, it would be easier to make everything under the sun.

As someone else pointed out, Rhun would be another possible evil HQ. And it would be more accurate. I do not remember Tolkien ever mentioning enemy activity in Angmar after the defeat of the Witch Kings forces. Orcs occupied Gundabad during the Hobbit and quite likely during LOTR, but if any were left in the fourth age it would most liekly just be some scattered remnants.
Howver, Tolkien does mention Rohan and Gondor fighting in Rhun during the Fourth Age.

Not quite, and I'm afraid there isn't an elf HQ. AS the RP is set in the 4th Age, the remaining elves are few and scattered. A few will be in the Gondor HQ, as tehre was an elf colony in Ithilien.

D you want to serve under a ex-king for a while, just so I can give you tips on Woodelves? I also have an awesome troop list AYM made for me (I think ) with a few adjustments of my own.

I would like to suggest we have some stricter advantages and disadvantages to the different races to make new troops easier to make. For example:
Elves have the best archers in the RP, but their cavalry are very expensive and their infantry are bad at formation fighting.
These has been more or less tailored to the Mirkwood HQ since I know about them a lot, so perhaps it should be on an HQ by HQ basis?
Another important question, are we going to have HQs have bespoke unit amounts of we do a TA or FiA RP? This would make sense to me as there are obviously more Gondorians than fighting Hobbits, for example.

I was told to check this out. I have read The Hobbit and The Lord of the Rings, but that's it. I don't know much about Middle Earth history besides that. Still, you think I could roleplay with just that knowledge? I don't want to be an HQ leader or anything, I just want to join one that exists:). Any suggestions on who needs the help? BTW, I was in this roleplay WAY back a few years ago. If it's the same as then I think I know what I'm doing with training and moving units:). If it has changed, please tell.

You're not the first person to join recently, I would go as far to say that the move actually boosted the RP Honestly, that knowledge should be more than enough, although if we do a First Age RP as well you may want to obtain a copy of the Silmarillion SO far we're still rebooting after the move but we should have everything started up within a week I would guess. To be honest, I'm not sure if much has changed, although we have much clearer guidelines that we should probably publish (*CoughCough*) You'll get the hang of it in a week or two.

I feel like this is something we already more or less have. Still, it's something to think about as we (re)post units. One question tho...why would Elves be bad at formation fighting?
...Can you rephrase that last bit in a different way? I'm just not getting what you're saying....
