So, since we have got the FA RP going now, I thought that I should probably put this up, since I believe there was more interest for a TA RP.
So, the Third Age begins when Sauron is defeated by Isildur and Co. and ends with the second defeat of Sauron. For the RP it will likely be set during the events of the Two Towers and time will stop, at least in terms of the LotR storyline. There will be Elvish HQs, Dwarvish HQs and Mannish HQs, as well as Orcs and all sorts of other creatures of Middle Earth.
There is much to be discussed, so let us begin. (I think this is needed now, so we can get planning done in reasonable time, although maybe I was a bit hasty )

Firstly, the Dunedain are part of Bree, and the Druadun are more or less neutral.
Next, the Iron Hills are pretty much moved in with Erebor if memory suffices, meaning Blue Mountains and Erebor are the two mostly likely HQs.
As you suggested, Grey Havens don't really have a place either, as they are both insignificant and out of the way.
That leaves 9 Good HQs, meaning we must remove one Bad HQ. If I recall, we combined Misty Mountains and Moria into just Moria, which leaves 9 HQs on both sides. So, who agrees?

I believe that the Dundedain were traditionally in the Bree HQ, along with the Men of that region, as well as the few Hobbits of the RP. Orcs and Goblins are interchangeable words (Moria AND Mordor have used such places in the past.) And Rhun seems a bit repetitive. What would Rhun have that Harad and Khand wouldn't? Who are the Druedain? those are the big things I have to question about this list. Also, since their are fewer of this, maybe we should increase the rule to being in 3 HQ's?

Umm. . . This is the Third Age, meaning that the Iron Hills are still a Viable option, but in general, yes this looks pretty good. I'd prefer Misty Mountains to Rhun, but that's personal opinion.

Looks good. Iron Hills is quite a distance from Erebor, so maybe we could keep them and add Angmar on the bad side?

Actually, I believe orcs and goblins are different. As I recall, orcs are larger and stronger, and tend to live further south, in Mordor and Moria. Goblins were smaller and lived further north, in Ered Mithrim and the northern end of the Misty Mountains.
AS for Rhûn, it's further north, so it could allow men of the east to be a danger to the dwarves and elves as well as men.
The Drúedain are the people who warned Théoden that an orc army was blocking the road, and led the Rohirrim along secret paths, allowing them to bypass it and reach the Pelennor Fields.
