OK, we've had a lot of discussion, here's an idea for a new list:
Good: Erebor Lothlorien Mirkwood Bree (Dunedain, Men and Hobbits, all kind of stuff from their) Gondor Rohan Blue Mountains ----Cutaway Dale
Bad: Mordor Moria OR Misty Mountains Isengard Gundabad OR Angmar (they really are the same thing, Gundabad is just a fortress while Angmar was the kingdom) Rhun Harad Umbar -------Cutaway Dol Guldur ------Cutaway
That would mean 16 HQ's, and a minimum of 8 people playing (although 16 people playing is a lot better of an idea. Those I marked cutaway are the one I Feel would be easiest to cut off from the lists, unless we make it so it's just the south or something as well.
I think that we keep Lorien and cut Mirkwood and the Blue Mountains, then cut Umbar and Dol Guldur. Maybe give Harad some extra MWE for ships and Corsairs.
Nope, we are not cutting Dol Guldur, Mark my words.

I know we all have HQs that we want to have, and some that we don't care about. Yet we only have people for so many hqs. So I have come up with a way to have all the HQs of the old RP (plus some) and have plenty of people to fill them. How? You might ask. The answer is...wait for it....SUB-HQS. For example, do we need two Woodelf HQs? Some would say yes and some would say no. My proposial would be to have one HQ (Lothlorion in this case) and then there would be a Dimi-hq a cross between an HQ and a Reagon, It should be able to be conquered and it generates troops, but more than a normal reagon, someware between 10000 and 5000 MWE. Here is a list of the HQ (with the secondary HQ in parentheses)

I would recemond having a Rhun HQ and not a Khand HQ, since you already have Harad and Mordor and Umbar down south, and not having Rhun would leave the north without a evil threat. I would say cut off the blue mountions and maybe moria if we had to.
I think based on your reasoning Rhun would be the better option despite my previous statement, but we'll see what everyone else says. However, looking at the HQ list it would make more sense to get rid of an elvish HQ and Dol Guldur or Moria as you suggested. Perhaps we will have enough people though?

Perhaps instead of Umbar we get rid of Moria/Misty Mountains and give Gundabad more MWE, as Umbar is the main naval HQ for Evil. I don't know whether we need to cut another HQ, but if we do we should vote on it. I was thinking of doing a poll where everyone has 8 votes and all the options we have are there and they choose the ones they want.
Somehow combining the Moria/Misty Mts./Gundabad HQs may be a good way to cut down on HQs. If memory serves me, the orcs of Gundabad were of essentially the same stock as those found in Moria and the various orcish strongholds of the Misties.

Just a note - Angmar and Gundabad are very different. Angmar was a Kingdom founded by the Witch-King to bring down Arnor. Gundabad was a goblin kingdom further east.
They were certainly very different. However, they are close enough that having both would be entirely redundant and un-canonical. Although, IMO, having Angmar would be generally un-canonical anyways. But that's just me.

I....um....well....tbh, I really don't know what to think of this. It's certainly clever, and actually works out quite well in many cases. But I'll certainly have to consider it.
My one comment right off the bat is that this could perhaps be combined further. Given their origins, I think we could make one HQ for the Misty Mts. Orcs (Gundabad or Moria), and then make the other a sub HQ of said mountain. On the good side, I feel like we really wouldn't have to have Imladris/Mithlond. The latter was never an HQ in the old RP (as few elves were left there), while the former was hardly a military establishment, although it's location certainly made it easily defensible. That would bring it down to 12 HQs, an easier number to reach.
I might also add that Erebor could have the Iron Hills OR the Blue Mountains as a sub-HQ.

OK, random sort-of-off-topic story, because why not?
So the first engagement (if it can be called such ) that I ever had in the old LOTR RP was at the Grey Havens. For some reason, Rex_Cody, with his amazing Umbarian fleet, had an annoying habit of coming and trashing the Havens at every chance he got.
On one such occasion, the first after I joined, I arrived with my grand army of 5,000 hobbits, to ensure that he didn't do any more mischief. Then he made some move (I don't remember what) that I needed to respond to. As luck would have it, I wasn't able to get on for a couple days. When I did get back on, I see that Rex had made a post asking for a response. Then (as it seemed at the time), some random dude, who I'd never seen before in the RP, shows up and responds to Rex's post with "He's new." It seemed weird, since I hadn't seen him on any other topics. It also seemed a bit odd that said dude felt it necessary to point out my noobishness. Given my actions there, Rex probably already knew quite well that I was new.
Anyways, if you didn't already guess, said dude was none other than Legokings. I found out several months later that he was 2ic of Umbar at the time. But why he felt he had to post there, who knows?

I like the theory, but I'm not sure what you mean in the practice. So the HQ is Mordor and the sub-HQ is Minas Morgul? I like the Idea, but I want Moria the main HQ.
