I believe that the Dundedain were traditionally in the Bree HQ, along with the Men of that region, as well as the few Hobbits of the RP. Orcs and Goblins are interchangeable words (Moria AND Mordor have used such places in the past.) And Rhun seems a bit repetitive. What would Rhun have that Harad and Khand wouldn't? Who are the Druedain? those are the big things I have to question about this list. Also, since their are fewer of this, maybe we should increase the rule to being in 3 HQ's?
Actually, I believe orcs and goblins are different. As I recall, orcs are larger and stronger, and tend to live further south, in Mordor and Moria. Goblins were smaller and lived further north, in Ered Mithrim and the northern end of the Misty Mountains.
AS for Rhûn, it's further north, so it could allow men of the east to be a danger to the dwarves and elves as well as men.
The Drúedain are the people who warned Théoden that an orc army was blocking the road, and led the Rohirrim along secret paths, allowing them to bypass it and reach the Pelennor Fields.
In the Old rp we had a Wild Men of Dunland not Khand.
Do we want to do the same thing as the old RP? That worked great. But we could also switch around the HQs some.
Firstly, the Dunedain are part of Bree, and the Druadun are more or less neutral.
Next, the Iron Hills are pretty much moved in with Erebor if memory suffices, meaning Blue Mountains and Erebor are the two mostly likely HQs.
As you suggested, Grey Havens don't really have a place either, as they are both insignificant and out of the way.
That leaves 9 Good HQs, meaning we must remove one Bad HQ. If I recall, we combined Misty Mountains and Moria into just Moria, which leaves 9 HQs on both sides. So, who agrees?
Umm. . . This is the Third Age, meaning that the Iron Hills are still a Viable option, but in general, yes this looks pretty good. I'd prefer Misty Mountains to Rhun, but that's personal opinion.
I quote Tolkien Gateway: "In 2941 Lord Dáin Ironfoot led his warriors in the Battle of Five Armies near Erebor. The battle was won but Thorin slain and Dáin became the new King under the Mountain and King of the Longbeards as Dáin II. He relocated to Erebor with many of his people, and re-established it as Durin's folk's greatest and strongest dwelling in the north.
The Iron Hills pass out of history after this relocation, but probably were not wholly deserted."

We could get rid of Rhun and add the Wild Men, that would help spread out Evil.

Looks good. Iron Hills is quite a distance from Erebor, so maybe we could keep them and add Angmar on the bad side?
Welllll, we don't want a repeat of dre And Angmar is a bit out of the time period anyway. We could have more HQs, but we don't have that many people.

Was it Khand then, not Rhun? That makes more sense anyway, so we should probably go for it. We may have to cut off another HQ as we don't have 18 people to lead HQs

I make no promises Have a look at the list of HQs and say if you disagree
Well I'm going to be gone for two months over the summer (hopefully) so I wouldn't mind if We didn't start until the fall.
Well that's inconvenient I don't know what will happen, maybe we start in June, maybe in a month or two, since all we really have to discuss is HQs and Regions. Mostly

OK, no Iron Hills. But I push for Angmar.
Buuuuttttt Duuuuude!!! Dre. #Neverforget
Look it up, I'm pretty sure it was destroyed in the Third Age, and not recently either, otherwise there wouldn't be any Hobbits

Vote Shamrock for King of Angmar
It was, but it would probably have been rebuilt if Gondor and Erebor had fallen. Would it be that much a stretch to pretend that Gundabad orcs were ordered to reestablish it during the war?

I would recemond having a Rhun HQ and not a Khand HQ, since you already have Harad and Mordor and Umbar down south, and not having Rhun would leave the north without a evil threat. I would say cut off the blue mountions and maybe moria if we had to.

We had Angmar until it was descided to swich it to Gundabad so I vote we have one or the other but not both.
