Good: Erebor Lothlorien Mirkwood Bree (Dunedain, Men and Hobbits, all kind of stuff from their) Gondor Rohan Blue Mountains ----Cutaway Dale
Bad: Mordor Moria OR Misty Mountains Isengard Gundabad OR Angmar (they really are the same thing, Gundabad is just a fortress while Angmar was the kingdom) Rhun Harad Umbar -------Cutaway Dol Guldur ------Cutaway
That would mean 16 HQ's, and a minimum of 8 people playing (although 16 people playing is a lot better of an idea. Those I marked cutaway are the one I Feel would be easiest to cut off from the lists, unless we make it so it's just the south or something as well.

I would recemond having a Rhun HQ and not a Khand HQ, since you already have Harad and Mordor and Umbar down south, and not having Rhun would leave the north without a evil threat. I would say cut off the blue mountions and maybe moria if we had to.
I think based on your reasoning Rhun would be the better option despite my previous statement, but we'll see what everyone else says. However, looking at the HQ list it would make more sense to get rid of an elvish HQ and Dol Guldur or Moria as you suggested. Perhaps we will have enough people though?

what about minas morgul? or would that be part of mordor?
It used to be separate, but it's close enough that it could also be the same.
As MM put it, it's easily combined into Mordor, and we don't have enough RPers to man it plus all the other HQs. If numbers increased, perhaps, but that is very unlikely

Alright, I agree with Good's list, and hopefully we won't have to get rid of Blue Mountains. With Rivendell and Lothlorien though, should we have a vote on it or is everyone in agreement, because I prefer Rivendell personally, but if everyone else agrees on Lothlorien I am fine with that.
Again on Evil I agree with it, but I don't think Umbar should be an option for removal since it is the only real naval HQ for Evil. Definitely Gundabad, since Angmar is LONG gone by the time of the RP, but with Moria and Misty Mountains I propose a vote, as both are valid options. I also wonder if Dol Guldur should be swapped with Wild Men, but I would like another few opinions on that.
I think that ideally we have the whole of Middle Earth involved to give us a good spread of HQs and because that is half of the fun. Also the FA RP covers the South pretty well.

- In the old RP, we had a Wild Men HQ and a Rhun HQ, but no Khand HQ. That probably makes the most sense, since the Variags were more or less a branch of the Easterlings.
- Dre led Angmar until that was switched to Gundabad. Canonically, Angmar was no more, but Gundabad was probably still a force, albeit a minor one. Gundabad and Angmar were not the same thing, but they're close enough, I would recommend doing one or the other, not both.
- In general, I'd say MM's list looks good. We'd have to find some more people, but those are the major HQs.

Perhaps instead of Umbar we get rid of Moria/Misty Mountains and give Gundabad more MWE, as Umbar is the main naval HQ for Evil. I don't know whether we need to cut another HQ, but if we do we should vote on it. I was thinking of doing a poll where everyone has 8 votes and all the options we have are there and they choose the ones they want.

Just a note - Angmar and Gundabad are very different. Angmar was a Kingdom founded by the Witch-King to bring down Arnor. Gundabad was a goblin kingdom further east.
