OK, so I've reached a decision. The Crocs can have any naval boat they come up with and realistically build, maintenance, and operate as long as it's run through the FAC. I think allied Tribes that are not with the Crocs would need to collaborate with each other in order to produce a substantial naval force. But, I feel the Gorillas, Wolves, Eagles, and Bears could come up with a small naval force on their own. It is against Lion instincts to submerge themselves in a pressurized container. Each of the listed tribes could have about 4 subs by themselves. These are my opinions. What do you guys think?

Aircraft Carriers don't have a place in a small naval force.

There are 8 members of the FAC. Each one is from a different tribe, giving each tribe a voice in these decisions. When a tribe makes a request, their representative cannot vote on this decision to add an odd number of voters.
For example, if the Crocs suggested a new class of ship, the Crocodile representative could not vote on this decision. If the Lions requested a new tank design, the Lion representative could not vote on this decision.
The voting ends when all members have voted or in 3 day's time. If an FAC member knows that he/she will not be active for an extended period of time, he/she can designate another tribal representative until he/she returns.

The other FAC memebers agreed to make me the 4th member of the FAC, so the 2nd line is wrong. Personally I like the current format. It keeps most people unbiased, and also the more people their are the harder it is to negotiate anything also considering that some tribes are inactive *cough* Rhinos *cough* and some would probably be unintrsted.

If you can squeeze one of the other non-aquatic tribes who hate swimming into a metal swimming machine, good for you. The Crocs like swimming, so they would actually enjoy using swimming machines. Almost every other tribe (Beavers are the one exception) cannot swim, especially the Lions. I'm fine with boats (although the Bear vessels are oversized), but no tribe besides the Crocs would have the nerve to use submarines.

Despite the fact that they are large vessels, which are allowed only to the Crocs or a coalition of several tribes, and the fact that the Gorillas have a weak air force that doesn't need aircraft carriers. The Crocs have a substantial number of Helicrocters because of our alliance with the Skyborn Ravens.

I'm not saying that it couldn't be biased, but please take note of a) I have one Lion character, the other is in a tribe that built your main ally's defenses, and b) I have both approved various Croc naval submissions, and given 25% of an FAC Seal of Approval to a rule that puts Lions at an extreme disadvantage.
I'm not saying it's not a risk that someone could be biased, I just ask that you take note that, if anything, I've been biased against the Lions.
