I see your points. I think Lions could build a small, powerful navy and airforce to counteract Raven and Croc forces. The only weaknesses is that the Ravens and Eagles would have much better pilots that could out dogfight Lion pilots or other tribal piloteers.
Same goes for naval navigation tactics. The Crocs would excel in those areas far more than a ground tribe.
It has become clear that in modern naval combat, the old battleships and even some submarines are threatened by one enemy: the airplane. You see, it was torpedo bombers that ultimately spelled the doom of conventional battleships such as the Yamato and Bismarck, they scouted out for them, and hunted submarines. Aircraft carriers are considered one, if not the most powerful class of modern, sea-faring vessel. So it is better to start working out the finer details of this Ground Air Sea balance.
And besides, I do not see why the sea aspect would be of interest. I mean, it does offer an interesting missile platform, but then it really isn't worth it: look at the V-2 bomb. Meh. For the Lions, I see no reason to become a naval power, and I wonder what would happen if the Crocs lost their ground power, I could suddenly crush the mighty army at my doorstep.

OOC: The part that shoots missile, in Israel we call it "The iron dome" and it shoots missiles not RPG's.

Could I make *shells 5 times as powerful as the first shell I launched, from "The Great Howl"? But it will be 5 times as damaging and take 6 times as much time to cool down.

The SM-6 consumes about four Orbs per day, when sailing the seas. Consumption is increased by 1/3 if submerged. The Imperium Destroyer consumes eight orbs per day.
