OK, so the Magic System Should NOT be time-based. As seen briefly in the Castle RP, it is fairly easy to exploit that (Rojinn, my Lightning Staff being the prime examples, and the Magic Bag isn't exempt from what this is like.) because you can store power in them to use later. I would suggest a strength-based system, but that would be incredibly difficult, and (should be) incredibly limiting. If you simply have XYZ spells and can use them as much as possible, that might work, but that has problems of it's own in how people can abuse that.
I'd say that you do something like this: Each character with magical ability can use their spells as much as possible (limiting how powerful spells can be) but they need a Staff or a Wand to access it. They start with a wand or a staff, and it is difficult to make a new one. Therefore Spells can have a larger power-to-points ratio, but they come at a risk.
Why would it matter what the characters are like before determining what the characters have effected? wouldn't it be the same for each race regardless?
I agree with his ideas of giving a character unlimited access to spells, but if a character gained access to very powerful spell, that would lead to one character dominating the RP. Perhaps every spell from Tier 3 down has unlimited uses if learned, but spells from Tier 4 and up take the allotted amount of time.
Also, using only a wand or staff as a channel for power would limit creative characters. I think that something like a talisman would be a viable channel for magical power.

I suggest not using either of them. The two Roleplays could theoretically be happening side by side, although this one is meant to be set after my next Event, assuming the Xains don't win.

He is an expert duelist and a good marksman due to all the time he spent training before going into stasis.
Backstory: Like most Graylings he comes from a small island in Oruthal, and in the days when there were more of them he trained with them, becoming an expert with his flammenschwert and a good marksman with his crossbow. Hundreds of years before the current events he went into stasis in a small cave on an island of Oruthal, and only came out of stasis very recently. After he came out of stasis he traveled around the world, finding out information about what happened while he was in stasis, before arriving here.
RuleJJ, I've kept the description and backstory brief because I don't know that much about the Graylings. Hopefully you're OK with me using a Grayling character, I decided it would be very interesting and I hate RPing as a human (I've had a lot of RPCs, and none have been human) Please suggest changes based on what you know about the Graylings, I know this probably won't fit very well.

Oh, and for a magic system I suggest you can only use each Tier of spell every couple of posts.
T1- Every post T2 - Every 2 post ect.
Also, for imbuing objects I suggest they get a certain amount of 'charges' depending on the Tier of spell used to add it, and that only very weak spells can be imbued (E.g. Fireball or Lightning) More powerful objects must be found, and the method of creating them has been lost for a long time.

Well, for one thing, Graylings don't really use magic, or crossbows, or armor for that matter. But it seems like he could be sort of an outsider, so it's not impossible.

Description: Aged at around 17, Darthraxx used to be the King of the Dragon Knights. He has dark brown hair, is mildly scrawny and a gifted fighter. Backstory: Darthraxx once came from a little farm, but when his home was destroyed by the Darkness, he set out to join the dragon knights and rid Darkness from the world. He became a gifted Mage, creating several new techniques with the New Magic, and also became the Dragon Knight's King. He has a Stone Dragon named Rojinn.
