Now frankly, I wouldn't have submitted such a simple and generic item had it not been for efforts of the community, based on fallacy based logic, to do so. But what about RPG’s and such? All in all, i agree with your terms in a “chimian bullet”. I could just replace Scordon’s chi-powered arsenal (with a few exceptions) with regular guns.
Fire Chi exists to preserve the balance. The point of the arc is that the Inland Tribes have no way of defeating the Ice Hunters, so they have to use Fire Chi.
There's no way that would work in an RP context. It works in the context of the series because the writers can easily say "the tribes survived and ran away". You can't in an RP as the Ice Tribe players will just hunt everyone else down.
I personally agree with Omega Tahu here. It's more sustainable RP wise if the tribes can fight the Ice Tribes but not outright defeat them. That means they can hold their own but they can't win outright until they get the Fire Chi.
Actually, I was thinking the people who have non-ice tribe RPCs would be able to have their RPCs escape while a bunch of NPCs are frozen, and only the people who want their RPCs to be frozen will get their RPCs frozen.

I personally see no issue with RPGs and such. The main issue would be missiles with the power to destroy entire HQs, aka WMDs, which are illegal anyway unless the majority of the RP agrees to utilize them specifically to wipe something off the map.

The user cannot levitate objects high into the sky (for example, you can't throw a boulder up at a flying vehicle). The user cannot levitate himself, herself, or any organic beings into the air.
Power storm: The user can create a colorful swirl of magic energy by swirling around his/her hands or weapons. The power storm cannot grow to a bigger size than the user's own body. The power storm can vaporize any inorganic object except for vehicles or weapons, to keep it from being an OP ability. The power storm can do minimal damage to any organic being except the Phoenix or Ice tribes, but it cannot vaporize beings.
Chi aura control: When a magic user plugs chi or fire chi, the user can keep his or her constraction figure-sized energy aura in existence, and use it as an avatar in battle. The user can control the aura with his/her movements, but it only lasts for a limited time (more on that soon). The chi auras cannot come into contact with any physical objects or beings; they can only interact with, fight, and damage other chi auras from other magic users. The chi auras only last as long as the battle does (or until the magic users get their chi orb ripped out of their harness); this means that a chi aura immediately disappears after defeating and destroying another chi aura. This power is useless unless two magic users are fighting each other.

It's smaller and skinnier than an Ice Bear mech, but that makes it faster and more agile. Its legs are lean and spindly so it can run and jump swiftly, but this is also a weakness, as the thighs can be very easily broken apart in battle if not protected enough, leaving the mech immobile. It's the same speed as the canon Ice Vulture Glider, and can fly thanks to the engines in its feet. It takes 3 chi orbs to power it; 2 safe in the compartments on either side of the neck, and 1 behind the neck, but the one back there is vulnerable and easily stolen. Chi consumption rate: 3 orbs every 12 minutes. Its arms are symmetrical on both sides up until the hands. Its right hand is a crushing claw that can snap a bike or speedor in half (not the stone speedor wheel, just the metallic vehicle shell). In place of a left hand, the Vulture Mech has a wing blade that can cut through rock and some kinds of metal if the metal is frozen. The wing blade can also spin around like a propeller and cut things up rapidly during battle, but it is very easy to blast off or rip off. Above the wing blade is a grappling hook shooter. The grappling hook will immediately freeze whatever it hits, but the line can be cut in two by a sword.

We've got evidence that of gunpowder or a similar substitute existing in canon, and even if we didn't have evidence, it really isn't a stretch to assume that gunpowder could easily be invented by anyone with any brains in Chima, especially by those who have no easy access to Chi or low opinions of it.

It’s explained in Scrin’s bio in the wiki. You keep forgetting this, don’t you? He isnt an “inter-dimensional Beaucrat” (halp cant spell da word!) for no reason. And i based him off of a character whom has the same powers for a reason. I find these fair to his cluase as im not using this “Deus Ex Machina” on masses of people, when im only demonstrated his powers on singular people important to him. So its used in moderation. Sure it could be used on others, but i refrain from doing so. Pretend its just outland special effects for your sake, as for, a type of “magic” for Jgread’s sake. Even if when it can be used and recreated by technology the Forgotten can use.

Besides, i havent stated this before, what if teleportation is used in tandem with Scrin’s inner chi? and dimensional physics where we can use certain dimensions as slingshots instead of tunneling through them? Yes, no one used bullets ever, your the first one, and since VETO laws, Shamrock has VETO'd the rules completely
Other weapons are not effective against them. They just aren't. Unless a projectile or weapon is powered by Fire Chi, it will take a long time to break through one of the walls the Ice Hunters raise to shield their advancing armies. Of course, using regular Chi will allow you to break free of ice blocks, so that you can stand a chance, but magic fire is the only quick way to break through magic ice.

The Inland Tribes find that standard fighting is ineffective, but they can be delayed. Normal Chi means that a warrior can avoid being frozen, rocks (and likely heavy artillery) can force them to retreat briefly, and Beaver constructions can hold them off. While the tribes use these means to delay the Ice Hunters, a few heroes pass trials to win Fire Chi, which evens the playing field.
Fire Chi exists to preserve the balance. The point of the arc is that the Inland Tribes have no way of defeating the Ice Hunters, so they have to use Fire Chi.
So you effectively saying that, we should be screwed over without the use of fire chi? I want us to at least put up a good Resistance here.
We can resist them with Chi, rocks and heavy weapons, as shown by the TV show, but we need Fire Chi to make it a fair fight, yes.

There's no way that would work in an RP context. It works in the context of the series because the writers can easily say "the tribes survived and ran away". You can't in an RP as the Ice Tribe players will just hunt everyone else down.
I personally agree with Omega Tahu here. It's more sustainable RP wise if the tribes can fight the Ice Tribes but not outright defeat them. That means they can hold their own but they can't win outright until they get the Fire Chi.
The Inland Tribes use rocks, logs and Chi delay them, as shown in the TV show, long enough for heroes to get Fire Chi, freeing frozen Chimians and making it a fair fight. As long as Fire Chi can be gained fairly soon into the arc, then it will soon become a fair fight that will allow the Inland Tribes to keep fighting until the Great Illumination.

Name:Blastzone 1. Appearance:Bipedal walker with a large central body and an enclosed central cockpit on the front. Weapons:Long Range Chi cannon that can destroy things from extremely far away. However, it's extremely inaccurate, needs a clear shot, and takes a while to charge. Gun that fires Chi energy at an extremely fast rate, medium range laser beam. Weaknesses:The walker has trouble dealing with things up close, so it needs infantry support to guard it. Other:I'm happy to limit the number of this walker to 1 if need be.
