{JAMMERS! -FAC- ONLY!} 1) I vote in favour. 2) I agree. We should ensure that Ground Borne Tribes only have one or two aerial vehicles for at least a month after they start building, and similar things. 3) That could be a good idea.
As you'll see, a lot of these just need a CHI consumption rate before I can decide. Also, my apologies for the delay with this. I had it all typed out yesterday, but I forgot to take the precaution of copying it, and my Wifi cut out just after I clicked post, sending it all into nothingness.
Submission Four Part One: Military
1) Land Troop Transport
This all looks good. What is the CHI consumption rate?
Verdict: PA
2) Land Assault Vehicle
I'd suggest toning the armour done a bit. What is the CHI consumption rate?
Verdict: PA
3) Land Heavy Assault Vehicle
If I let you have this, you'd have to build it at something like 0.0001% a day. It's just too OP.
Verdict: R
4) Land Minor Assault Vehicle
This looks good. What is the CHI consumption rate?
Verdict: PA
5) Land Omnileg Assault Vehicle
No. Just no. The Wolves don;t have the capability to place heavy armour on that style of thing.
Verdict: R
6) Ocean Major Assault Ship
You can have it, but with a starting limit of 20. You can build the first at 10%, once you have that you can build 2 at a time, then 4 at a time, and so on until you have 20. Once you've had them all for a fortnight, you can have 5 more.
Verdict: A
7) Ocean Minor Assault Vehicle
That looks good. What is the CHI consumption rate?
Verdict: PA
8) Ocean Submergible Assault Vehicle
I cannot in good conscience allow a land tribe to have this.
Verdict: R
9) Ocean Assault Carrier
...
Come back after you've had a fleet for a few months.
Verdict: R
10) Ocean Troop Transport
No. Sorry, but the Wolves are not having underwater stuff at this point.
Verdict: R
11) Sky Assault Copter
You can have one, with a building chain of 5% a day. Once you've had that for a month, you can have 5. Once you've had those for a fortnight, 10. Ask at the RCC afterwards if you want more. What is the CHI consumption rate?
Verdict: PA
12) Sky Assault Jet
No. Just no.
Verdict: R
13) Sky Assault Biplane
See the Sky Assault Copter limits. What is the CHI consumption rate?
Verdict: PA
14) Sky Troop Dropship
Give it really light armour, and I'll consider it.
Verdict: PA
1. LHAV. OP? It is a tank. Is this too OP? How? 2. LOAV. I see. Less armor, or no altogether? 3. OMAS. I get that, but is there, like, an official rule you can direct me to, so I can copy it down for future reference, or is this just a limit on MY ship? In short, is this the official system? 4. OSAV. Why not? I thought we were allowed four submarines per tribe. 5. OAC. A fleet of OMASs, correct? 6. OTT. Why? Do the Wolves BOTHER you? 7. SAJ. Why not? Fighter planes. I thought it wouldn't be too fanon... 8. STD. How light?
Remove the armour or move it to the other section, please.
Verdict: PA
2) Land Jeep Transport
What is the CHI consumption rate?
Verdict: PA
3) Land Cargo Transport
Make it a little bit smaller, and it's fine. What is the CHI consumption rate?
Verdict: PA
4) Land Omnileg Transport
See what I said about the military one.
Verdict: R
5) Land Omnileg Landing Platform
Hmmm, no. If you submitted a treaded vehicle landing platform, I'd consider it. One with legs? No.
Verdict: R
6) Land Omnileg Runway
...
No.
No.
No.
*Whacks head on the wall*
See what I said about the military and civilian transports, and the landing pad. only multiplied several hundred times.
Verdict: R
7) Land Lixury Limo
This is a welcome break from OP omnilegged stuff. Anyway, it mostly looks good. You can't have leather seats, as your cows were rejected. Also, if you want a TV, please point one out in a Chima episode. What is the CHI consumption rate?
Verdict: PA
8) Ocean Transport
No problems.
What is the CHI consumption rate?
Verdict: PA
9) Ocean Cruise Ship
Come back another day; this is too big for you ATM.
Verdict: R
10) Ocean Cargo Transport
See the above.
Verdict: R
11) Sky Copter Transport
You're only just getting to the skies at all, so no.
Verdict: R
12) Sky Jet Transport
Nein, Danke.
Verdict: R
13) Sky Airplane Transport
No.
Verdict: R
14) Sky Cargo Plane
No.
Verdict: R
1. LT. Non-Military means that it can't shoot stuff or move troops. 2. LCT. It's a semi-truck, man. Why does it have to be smaller? It's regulation size. 3. LOLP and LOR. Figures. Fine, okay. 4. LLL. The cows weren't refused yet. Somebody actually said they had cattle. And the TV thing was just to show off. It could just be a video phone. Besides, what about CPB? 5. OCS. You squash my dreams. I h8 u. How is it too big? 6. All Sky vehicles. WHAT? What do you mean, "just getting to the skies"? What about WolfCopters? EH???
Lord Woldros, you are under arrest for the length of your post, and disrespect to the Lords of the FAC Council.
Now, as you'll want something to keep you busy in your cell, here are notes on your submissions, one at a time. Approved = A Rejected = R Pending Approval (I wish to consult my esteemed colleagues or am waiting for your feedback) = PA
2) WolfLaser
What is its CHI consumption rate?
Verdict: PA
4) Wolvium Alloy
That's fine, as long as you don't arm half your army with it. (And that doesn;t mean arm, your whole army with it ).
Verdict: A
5) - 9) Approval is not required for these.
Verdicts: A
10) Wolvium Katar
More details are needed. Is it embedded, or carried?
Verdict: PA
11) No approval required.
Verdict: A
12) Same as 11.
Verdict: A
13) Chickens
Since we know ducks exist, I'm willing to accept it.
Verdict: A
15) WolfMissile
Make it two CHI orbs per missile, and tone down the power (turn a small building into a shell, and make a larger one unstable) and you're good.
Verdict: PA
Ok,the blue ones are accepted before, but after a final verdict all except the WolfMissile have been accepted. WolfMissile still under PA
Now, the only tribe that canonly has a city is the Lion Tribe, the greatest in Chima. Now, we do want some changes from canon Chima to our Chima, but a city to match Lion City would be going too far. Therefore, I say this. You can have your city if you like. However, it will be smaller, weaker, and pale in comparison to Lion City. It will not be as big, the walls will not be as strong, et cetera.
As the last FAC member to give the green light for Submission Five, I declare Wolf City...
Accepted!
I accept your acceptation, although you will never get me to say my city is inferior. Ever. The Lions City is probably bigger... probably... Yeah, I think it would be...

I PITY DA FOO WHOM MOCKS DA FLYGON CITY OF FANON CHIMA!!! Its like the size of Chicago combined with NY.
1) All FAC members are required to approve something
2) The FAC will follow stricter guidelines
3) The FAC is very bureaucratic, so we need data such as:
-Armour thickness
-Speed in Km/h and Mil/h
-Chi consumption rate - per day under normal war circustances
-Power of bullets
-Vehicle size (length, width, height)
This is all for now.
Wouldn’t we also need what type of weapon it uses, what systems it has and what avionics (if its a general aircraft) it uses plus if radar exsists, what type of radar unit it has and why? Maximun ceiling of aeronautical height and what max submersion depth it can go to? Also would we need knots for nauticle vehicles? What type of weapon calibre and how much weight its suspension system can take, how steep of an incline it can go up, how many miles to the orb of chi, what restrictions it has already placed on it, what embargos it has and so on?

(OOC: I have a feeling this is very odd FAC thing im throwing, i mean, the vehicle i am pre-ordering for the Vultures. It is based off exactly like the How Wheels car, and its named the Vulture, so. Imma try for this one, and don’t go saying “its too fast” just becuase of the Hotwheels moniquer it has on it. I think Jgread will like it since i think he will run the Vultures and i don’t want to let him down, becuase he is my freind. ) )
Vulture Scouting Vehicle (VSV)
The vulture scouting vehicle in it’s military winter camo design. Looks like what the ice hunterz would make it look, eh?
The Vulture (clever name, i know. ) has a carbon fiber monocoque and alluminum chassis. This racer is fitted with a 930hp turbocharged alluminum 6.3 liter (I dunno if Chi is considerd a “gasoline” yet so hang in there, correct me if im wrong and make changes as to not reject the thing entirely. ) V10 with headers that splits from 8 to 10 pipes. The Vulture has a fender wing fusion to create downforce, thus isnt advised to go off jumps alot. To save weight there are no front fenders. It's shape is low and flat except for the rear. There is a wrap around polycarbonate windshield. It also has 18"front/20"rear wheels with 35 seires rubber traction tyres, double wishbone suspension, and 10 piston carbon ceramic brakes. The steering on Vulture is unique as it pushes the wheels out allowing the racer/scouter to turn. If that dosent make sense to you, use your imagination, please.
Its Armor is as follows, most of it made from aircraft-grade aluminum.
Top thickness: Almost nonexistent, being at a mere 0.2 inches (im too lazy for metrics. )
Front armor: Always light for fast scout speeds at a mere 1 inch of aluminum racing metal.
Side armor: light at being 0.7 inches.
Back Armor: The engine block is vulnerable and visible leading to a well placed-shot to disable the vehicle, its thickness varied but at an average of around 2-4 inches
Bottom armor: Nonexistent like the top, being 0.1 inches for the fast speed.
The vehicle itself has no armaments, minus the ones the driver and navigator can hold in their hands, being just regular light arms ice blasters, from which they can fire out of the car’s windows for hit-n-runs.
The chi consumption of this vehicles engine is light compared to its speed, (feel free to consult me on this) being three orbs of war-time operation.
time it takes to go to 0-60 MPH (on flat tarmac-like roads): 3.5 seconds Time it takes to go from 0-60 MPH (Cross country): 5.5 seconds
Size dimensions are as follows.
Height: “As tall as the avg. minifigure” as said from the manufacturer. But is actually a few inches lower for aerodynamics.
Length: 200 inches
Width: 85 inches.
Top speed: (Feel free to help me on this. ) 225 Mp/H
Acceleration: (I dunno how to calculate it even after freshman physics! )
Weight: lightweight at around 950 lbs.
and i think thats all i can meet for the reformed guidelines, yes?
I accept your acceptation, although you will never get me to say my city is inferior. Ever. The Lions City is probably bigger... probably... Yeah, I think it would be...

I hope you're being sarcastic. If not, shh! Don't give them ideas!

DOn’t you see the Flygon Citidel? The tallest building in fanon chima at an 1.5 miles?
It may be the tallest building, but the turtle city is the tallest city, being built into a huge temple. It's streets and staircases have many levels, going up into the sky.
