I present a few ideas regarding armor and weapon types.
Instead of merely powering both armor and weapons, could the idea of chi orbs being used as actual materials for weapons be allowed? I envisioned this going several ways:
1. Synthetic orbs of chi are created with the purpose of using them to form primarily swords/armor. Synthetic orbs provide a more malleable material that is safer to use than a regular chi orb. If, however, the formula for a synthetic orb is not carefully crafted, the weapon or armor's functionality is severely hindered or even harmful for the user.
2. Actual chi orbs that are carved using ancient Phoenix technology. Following the technique of either a forgotten or banned practice amongst the Phoenix, one could forge an array of powerful armor and wield a sword rivaling that of a Royal Valious (Of which Lavertus mentioned was one of the strongest weapons in all of Chima).
3. A combination of shattered pieces of real chi and synthetic chi to make up for a lack of materials. This would create a somewhat stable sword and armor. (In the vein of Kylo Ren's lightsaber, the blade is unstable yet still functional.)

Can someone tell me if the capital city/headquaters of the MRE is located underwater, on Forneus or on an island? By the way do other tribes also have plural cities?

It's kind of both above water and under water, built atop and around (underwater) the continent. The Scorpions have a city in the Great Desert.

I guess there wouldn't need to be much of an explanation for their existence in the RP universe, beyond them being native to far-out islands with chi springs (which are already a thing). Frigatebirds especially make sense, as it stands to reason that there'd be at least one species of sea birds on this planet.
I would say we shouldn't have too many fanon species in (what was originally supposed to be) the more canon RP, but then I think of the White Lions, Gryphons, Rays, Sharks, Arctic Foxes, Dragons...so, yeah. Frigatebirds have my vote. A protagonist sea tribe being introduced at the same time as the antagonistic ones makes sense, like the fire and ice tribes having been in the same "wave".
Owls, on the other hand, I'm more iffy on, since they make a bit less sense (you're calling them hole owls, so I'm guessing you mean burrowing owls, who reside in large open regions like deserts rather than on islands), and since there's already a pre-existing Owl Tribe (and a very similar breed of owls, at that) in the Fanon RP. In fact, I think you could pretty seamlessly transfer your owl characters and lore over to that RP. We really need more people there anyway.
What if there were levels to the planet, and only the Frigate Birds' and Hole Owls inhabited this level? The waters of Cavora would seep down into the second level of this planet, perhaps even transforming it. The source of where the most water collected became their version of the Chi Pool and they powered/built technology using the Chi from it.
Thus these tribes would have survived here, returning to Chima as the events in the upper level have begun to impact the underground levels.
Would this be a plausbile theory to tie in their absence?
True, there could be a gigantic habitable cavern beneath Chima, as foreshadowed by all our tunnel networks. Like the "hollow earth" conspiracy, but canon.
Oh yeah, I'd forgotten about this possible explanation. I still think it would be weird to have two different owl tribes across two RPs in which the entire point of one of them is that it's comprised of different tribes.
Keep in mind that I do mean tribes rather than species, though, as there has been species overlap. For a most recent example, there's a snow leopard in this RP's universe, but it's only one guy, rather than me introducing a whole Snow Leopard Tribe all over again in this RP. Then again, that falls into the "Arctic sub-species" category, which is a whole other thing.

yes,sorry literal translation and stuf.but the idea of the burrowing owls was an avian tribe that can take their share on the underground and align with tigers, it will be a more balanced fight if there are good inland tribes on forneus too, that is why I maybe will make a second burrowing owls kingdom if the specie comes through.the forneus avians are designed to make the colony getting much might more logic, the frigatebirds can fly the whole way between the continents, maybe in special planes, and the holeowls can have a tunnelnetwerk under forneus, like tenebrae’s ones.and wouldn’t it be cool to have planes coming out of the ground on an a,bush
