The difference is that RPCs have specific personalities, weapons, appearances, gear/armor, and backstories. And they are important characters in the overall story of the RP. Whereas NPCs have personalities and names, but are less important side characters who don't have unique weapons and don't play very big roles.
Although I do agree; the RPC limit should be taken up to 10 or 12, since we have such a small group of Roleplayers here.
