The only problem with this, is that he wouldn't have been able to physically leave the Arctic region while the confinement curse was in effect. I guess he could've ventured onto the sea after the curse was lifted.

He couldn't have swam under the barrier, because then the Vultures would've just flown over it. It prevented any way to leave the premises of the Arctic. And if he wasn't included in the curse, he wouldn't have gotten ice powers.
You could maybe say that he'd been frozen for reasons unrelated to the Ice Tribes' exile, and was later freed, like Galvanor. That would explain him gaining ice powers, but also being able to leave the Arctic before the events of the RP.

A good point, and the Crocodiles as a species weren't included in the confinement curse. So I guess he could've gotten ice powers just from being in the proximity of one of those tribes and fighting alongside them at the moment they were exiled, but was able to leave the region due to the loophole in his species.
Keep in mind that Cronois will probably no longer have his innate ice powers after the Great Illumination, but I've already got a whole other explanation in mind for everyone still being able to obtain elemental powers afterward. Hint: it has to do with the story I'm currently writing.

Name: Morn Species: Manta Ray Gender: Male Age: 37 Affiliation: Vergere/Eagle Triumvirate Rank: Spy/scientist Weapons and Gear: Several tiny but deadly poison darts kept within some of his coat pockets. Appearance: Average dark blue manta ray with yellow eyes and without many defining features, though he wears a lab coat that looks unique compared to those in Chima; since the Rays frequently go underwater, they don't wear baggy clothes that could hinder their mobility, both while swimming and after they get out of the water (in addition to Forneus being a mostly barren continent without much cotton to use for clothing). Because of this, Morn's "coat" is an example of the more tight and compact ray clothing, having short sleeves instead of long, and being tucked-in/affixed to his light belt on the front and sides. The shirt is open on the back due to the previously stated reasons, as well as his ray anatomy, allowing space for the back of his head and his tail. His lightweight tools are kept securely in buttoned pockets lining the outside of his coat rather than the inside, due to the coat being tightly pulled up against his torso. On his lower body, he wears the lightly-armored, tight black pants (like a wetsuit, but with silver kneepads) that are standard for anyone involved in the Manta Ray Empire's military. Backstory: Morn was born on the continent of Forneus in the year 37 BR, fostering a love of science as he was raised in an average Imperial household. In 20 BR (coincidentally the same year the Empire's Reunification was "completed"), Morn, while attending the Empire's most prestigious university, took a greater interest in history, and was increasingly saddened by the seemingly endless and brutal wars fought between the Manta Ray Empire and Eagle Triumvirate, with no peace treaty ever lasting. Adding his knowledge of chemistry to the equation, he began researching ways to "end conflicts painlessly", leading him to chemical weapons. Both during and after college, Morn became the Empire's leading researcher and supporter of chemical warfare, which put him at odds with the Church of Faerin (note: not based on any real life religion). High Priest Mastemar strongly disagreed with the practice, due to the moral code he believed the prophet Faerin had imparted on the Empire upon its "redemption" (the Imperial Civil War and the Mantax family being put into power), and he urged Emperor Madara Mantax IV to cut the funding to Morn's research. This, in turn, caused Morn to distrust and oppose the Church, believing they had too much power in the Empire, and were increasingly contradicting the separation of church and state that was outlined in the Empire's new constitution after the Civil War (the Church of Faerin was founded just after the war, at the same time the Mantaxes took the throne, in 215 BR).
Backstory (continued): Morn and Mastemar continued to butt heads and impede each other until the year 5 BR, when the Old Dynasty Restoration League revealed itself with the surprise attack on Gryphon Island (an Imperial colony for hundreds of years). The two agreed that this newfound common enemy took precedent, and Mastemar begrudgingly acquiesced to Emperor Madara's proposal to utilize Morn's research. Madara, tired of the Empire fighting its fellow Rays, but knowing that Macabre would continue attempting to overthrow the Mantaxes if the ODRL wasn't eliminated, saw this as a perfect opportunity to unleash a chemical weapon upon Gryphon Island, painlessly ending the ODRL without further losses on the Empire's side. Macabre's announcement of the many Imperial hostages being kept on the isle threw a wrench in this plan, much to Mastemar's relief, and Morn and Madara's chagrin. This essentially put the Empire into a "cold war" with the ODRL, as the former approaching Gryphon Island would cause the latter to eliminate the hostages, yet doing so would cause the Empire to wipe out the much smaller faction in retaliation. Tensions only grew over the coming years, due to additional reports of the Eagle Triumvirate gaining an entire new fleet (Ryzarlian's), which, in the Rays' eyes, may or may not have been from the eastern continent; this is what spurred the Empire to continue its forays into the "unknown regions" of the sea, to search for the almost "mystical" eastern continent. At the time of the RP, after the Empire captured Vergere and the Church of Faerin plugged fire chi into the vulture's harness to revert her Ice Hunter transformation, an intrigued Morn came to her cell alone. It is currently unknown to anyone else on the planet what exactly those two discussed that day, but in any case, it convinced Morn to defect from the Empire and free the vulture. Morn and Vergere split up; her leaving the submarine they'd stolen and flying to the Colony to join the Eagle Triumvirate, while he took the sub to Gryphon Island, where he explained his defection to the ODRL and supposedly joined the faction (while actually serving as a spy for Vergere, and by extension, the ET).
