I also suggest you read up on the biomechanical nature of Matoran/Toa/Turaga. I think you'll find that Takata wouldn't have a solid gold arm. Greg himself stated that when a Matoran is rebuilt, the muscle tissue underneath regenerates to fit the new parts being fitted onto it (hence why a being such as Gaardus is possible, and hence why Matoran come in so many different shapes and sizes depending on how they were built).
Another thing, please research the way most Toa are created the Toa Mata were created in a lab of some sort -- they didn't just mysteriously fall from the sky. The reason they fell from the sky onto the isle of Mata Nui is because they were ejected from the Codrex, and actually fell onto Mata Nui's face.
I also suggest you check the Help Topic because it goes into great detail about Matoran/Toa/Turaga and Makuta, and contains information most BIONICLE fans might've missed.

1. He would of had to be created on Metru Nui, and then be launched directly upwards in a canister. However, there's no reason to do that if he can simply walk out the front door of where he was created and get onto the streets that way
2. He would of had to of fallen out of an olmak portal that was purposefully placed above the skies of Metru Nui. Again, however, there's no reason to do this when an Olmak portal can just be placed closer to the ground
Every island in the MU is more or less contained within a dome. If you go high enough up above Metru Nui, you would likely crash into either the dome, or Mata Nui's hull (whichever is first). It's simply not possible to be launched from one island to the next (in fact, the way to get to Xia from Metru Nui is actually to exit from the Le-Metru port and follow a very specific water route, that actually takes you out of your way.)

And what if someone strapped rockets to his toa canister for it to travel much faster by air? Or what if his canister was just secured to the dome, destined to drop him when he was needed in a way similar to the Toa Mata?

I was bored, so I gave my ce-skakdi NPC several chapters of backstory and proper powers.
Serlak
Ce-skakdi
Pause vision - accelerates his senses and mind so that everything appears to him as frozen in place. Allows him to make difficult decisions and strategies in split-seconds.
Supah mental shield(Serlak’s mental shield is a physical, translucent wall which surrounds him. Within it’s area, the mental powers of others are almost entirely suppressed, and living things are barred into their own minds, requiring significant effort to counteract the resulting paralysis. He can also focus this mental shield entirely onto one being, barring them completely into their own mind while maintained and allowing him to control their body instead.) Also has somewhat increased elemental ability(While Serlak still requires the cooperation of another skakdi to use his full element, once he’s using it he can do so for much longer and with more precision than a normal ce-skakdi.)
Wields a Telekinesis staff - a smooth silver staff, the top half decorated with gold and the very top adorned with a blue gem which glows while in use. Allows him to use telekinesis without the assistance of a skakdi.
Serlak is tall. His eyes glow gold. His head and spines are a deep blue, as is his armor up to the bottom of his ribcage. From there to his neck and shoulders the armor transitions into a polished gold color. His arms are plated in silver until just after the forearm begins, where they become a dark blue once more. His forearms are monstrous claws, as are his feet. He has far more spines than a normal skakdi, and they go much farther than most; Rows of spines go all the way down to his wrists, and his back spines have two trails, one going to each leg. His legs, in turn, have sparsely distributed groups of spines on the two outer sides.
Serlak, a long time ago in a galaxy far far away, was an unmutated skakdi among unmutated skakdi. Peaceful, living happily amongst his neighbors. Then Spiriah began experimenting on his species. Seeing the monsters that were created, he fought back against them for a while… but could not succeed.
He decided he would need powers to destroy the monsters that filled Zakaz society, and applied for experimentation while requesting stronger elemental powers. He was experimented on most certainly, but the result was… not what he had hoped for, to say the least.
His mind was irrevocably altered, transformed into a furious, raging entity constantly simmering just below a boil. His body was contorted into a mockery of itself, a tall creature with wicked spikes protruding from his back and a terrifying grin forever plastered across his face. His nimble hands become clumsy claws, and his feet become the same. Even the power he gained was hardly a fragment of what he had hoped for, a constant reminder of his choice to be mutated into this… monster.
Serlak grew to hate the makuta for the mutation they gave him, convinced they made certain his mutations would torment him as they have. If he ever meets Spiriah himself, it won’t be pretty.
