Then he returned to Ninjago, and had the serpentine drink the Chi, evolving them. The only ones who didn't drink the chi were the Great Devorer and that one Anacondrai. That's what I think at least.

Well Chi is technically water that was molecularly infused with the magic energy that resulted in the malfunction of the first Great Illumination. However, Fire Chi could very well have been created by the Phoenix using pure imagination. [br]
