The only major change from the old RP, to here is the addition of "Sub HQ's" which have 10,000 MWE allocated to them, and are subservient to a normal HQ. Funnily enough, both my beloved Swan Knights, and your Corsairs have been degraded to Subs.

Yes, lorien being a sub HQ of Mirkwood would give you 10,000 MWE to start in Lorien. Yes, I believe Elves are worth 1.3 MWE, but I never used elves.

What is the next order of business in planning the RP? Is my map sufficient? Have all HQs been assigned leaders? I'd like to get this started.
We still need to figure out the location of the Beorning HQ. As far as I'm aware, most people have more or less agreed (or no longer oppose ) the Beorning sub-HQ, but we still aren't certain where its exact location will be.
Canonically, Beorn's Hall was a [few] miles east of the Carrock, and Beorn himself was known to frequently visit the Carrock (as a lookout position, among other things). As far as HQ location goes, then, the base itself should be a bit east of the Carrock, or could perhaps be made on the Carrock itself. However, at this exact time, the Beornings oversaw the entire region between Mirkwood and the Misty Mountains, and so their HQ could be anywhere in the vales of the Anduin. While the Carrock region (as on CC's map) seems the most canonical location for the Beorning HQ, its geographical size/coverage seems. . . Problematic, for lack of better words. Its coverage makes it part of the main path between the Northwest and Northeast (being half the RP distance east/west as the Gladden Fields and Vales of the Anduin to the south), while its size causes it to be the only separator between Mirkwood and Gundabad (meaning that we five HQs touching each other in a chain, covering both sides). To fix this, I would suggest separating a section of the Carrock into the Beorning HQ, but leave the rest as a normal region.
So, does this seem good to everyone else? That we make the Carrock and the nearby area (or perhaps just Beorn's Hall, and leave the Carrock itself in the other region) the Beorning HQ, and make the rest of the current Carrock region separate (probably the Wilderland)? Or does anyone else have other ideas as to the location of the Beorning HQ?

With this happening, we need to delegate out who is posting what region. Obviously leaders will post their own HQs and Subs but we need to sort out the other 64ish regions and leaderless HQs. If someone has a full list of regions they can post it would be handy

Old MOrdor Leader? Same here! I'm now Moria and Isengard, but you know. umm. . . Here are the good HQ's I believe: Elves (Lothlorien/Mirkwood) Bree: Rivendell Erebor: Blue Mountains? Iron Hills? Rohan: Fangorn Gondor: Dol Amroth Their is one more, but I don't remember it.
So, the new rules has each of the 6 HQ's on each side have a Sub-HQ. For the HQ, it's essentially a region that gives you a half-HQ. The Sub HQ, for Isengard is the Wild Men, in Dunland (pretty sure). Isengard starts with a base 20,000 MWE. They'll march over and conquer, And then 10,000 Wild Men units can start walking around Middle Earth, under the Isengard players. I think I explained that decently.

As long as you can get through the Carrock Region without the HQ, I'm fine with the Beorning HQ being their. However, The further my Goblins are from other people, the better for me.

You will have to claim it, and trust me I've got the same concerns. I'm leading Moria, and I'm closer to Rivendell (Bree's Sub HQ) and we're equal distances away from the High Pass and my Sub-HQ of Goblin Town. If push comes to shove, I'm probably going to trade Rivendell for the Goblin HQ, and then push my way out. I'm 2ic of Isengard in this RP, and I believe EmeraldEddie is 3ic (might not be him, but their already is one.)

Assuming this is the Full List of Regions. . . I've already got 7 of them, which I believe are all in the Isengard/Moria/Goblin Town areas. I will need a bit of help telling me what borders what and their Geography (I can do Hollin, the 3 passes, and the Dimrill Dale in Geography, although I don't know what will border what for 90% of this stuff.)
