Edoras. If push comes to shove, Isengard already has two numbers, even if it technically will be leaderless. For large portions of time, I was essentially the leader of Moria, although Furperson did come on occasionally.
You still need a leader. Otherwise it makes some people realy OP. Funperson WAS still technically the leader.
I know it makes people OP. How else can I control over 30,000 MWE with no regions and only 2 HQ's that grant 20,000? After all, leaders hog extra MWE for themselves. And is he really a leader with only about 8,000 MWE of his own? 8,000 that never get's used in a year or two, except for one battle in Osgiliath of all places.

Your rational remains unclear, MM. If the ratio is the same, 500 troops are just as effective as 1,000
I'm sorry, but personally, if their is less than 1K troops defending a region, I feel like it's weak. Might just be because of the amounts I've been playing for all this time, but to me I just feel like it will be too weak to support more than 1 basic keep and a wall around it, not the heavy defenses that we all to often build. It is somewhat irrational, but still.
I think you fail to realize that if the Ratio is the same, it doesn't matter. If HQs only gave you 20 MWE, and regions each gave you 1 MWE, it would be the same effectiveness as 20,000 to 1,000

Hence why we have that rule. That is exactly what we are trying to preventive. I had like 34000 but that was with the full might of the Empire of Dale and Mirkwood.
