Why do we need it too be constant. Also, Their is no point in keeping a region if you don't get at least 1K from it: It'll be a drain on your recourses if their is so few defenders. Also, I prefer the larger HQ numbers anyway, so let's just keep it as they are now.
Your rational remains unclear, MM. If the ratio is the same, 500 troops are just as effective as 1,000
I'm sorry, but personally, if their is less than 1K troops defending a region, I feel like it's weak. Might just be because of the amounts I've been playing for all this time, but to me I just feel like it will be too weak to support more than 1 basic keep and a wall around it, not the heavy defenses that we all to often build. It is somewhat irrational, but still.

Edoras. If push comes to shove, Isengard already has two numbers, even if it technically will be leaderless. For large portions of time, I was essentially the leader of Moria, although Furperson did come on occasionally.

You still need a leader. Otherwise it makes some people realy OP. Funperson WAS still technically the leader.
