Probably Rhun. Personally, I see Rhun built on chariots/wains, light horse-archers, and some light/medium infantry, while Khand more on medium/heavy infantry.

The Morgul Vale should be between the Crossroads and Minas Morgul, and (on a related note) should have Cirith Ungol running between it and Mordor, alongside Minas Morgul.
For clarity purposes, CC, I think it would be helpful if you mentioned which locations were HQs and sub-HQs on the map. Here's the lists, at least of what it looks like they'll be.

Lots of stuff, ok. I'll take your point one by one.
The Crossroads is on the map. It is in the inset I added of Ithilien, due to the regions being too small to get names in there adequately.
Pelennor fields and Belfalas were certainly not in the old RP, nor should they be in this one.
I can certainly change weather hills to Lone lands.
The Eastfold and Westfold were very small, and were actually smaller divisions within the West/east emnets. It's a common misconception, so I decided to right it, and call them by their true names.
I saw a void where Nindalf was, and figured there wouldn't be any harm adding it in. If you'd like it to be named Noman lands instead, I can do so.
As far as Rhovanion is concerned, I can do some readjustments, but making Rhovanion three separate topic seems excessive.
Most of those adjustments seem fair. As far as Crossroads/morgul vale goes, I have the inset to see that region better. Morgul vale was just too small to fit in, and to be honest, I don't see a reason to have it.

@cc I know it may seem like a lot to have 3 seperate Rhovanion regons. But there could be 4 to 5 HQs fighting over them. Its also what we had in the old RP.
@everyone It feels like we should have more reagons in the vale of the Aduniun area. Not just have two reagons.
I prepose to have the HQ between the carrock and the Gladen Fields. And then to make atleast one more reagon to the north of the Carrock that covers that area up to Mount Gundabad and the grey mountions.

Its the same as the "point" system in the old RP. Or troops. It is simply Ecthelion74's way of naming the 'points' that we used.
I know what the OLD MWE system was. But they way you phrased it sounded different from the old one. We used to have each region be able to rally 1,000 MWE to the HQ that owned it.

Ok, just making sure. We should have engough since the regions provide a 65000+ MWE plus 12 HQ's each with 20000 MWE and their sub HQ with 10000 MWE that is over 400000 MWE. More than engough.

I don't want things to get too complicated, but what if we cut everything in half? HQs get 10,000, subs get 5,000, regions grant 500?
