When the refugees arrived, he probably would have helped get them situated. Harfor and some other leaders have just returned from a meeting, and the leaders of the refugees have been sent in to talk with them. Karthon watches this from beneath a tree some distance away.

IC: For a moment, she seems distracted, but she turns to Karthon when she notices him. "I need to find Gidie. Have you seen him?"
As the three of them finish their tale, the rest of the group takes it all in. Tiberius sees that Kalena's eyes have gone wide, and she pulls Evgein aside. "The phrases you used to describe the Frost Giants. You said their march was like a great storm? Ice and storms? Why did you say that?"
Evgein shrugs. "I . . . I don't know. That's just the feeling I had, I guess. Why?"
Kalena doesn't answer the question, turning instead to Harfor. "I think something very bad is happening, and it may be too late to stop it. I need to talk to Gidie and find Alpida."
Harfor looks back at her, clearly confused. "What about our plans with the Ruins and the new Wardens?"
"This is . . . more important. Alpida told me a prophecy that I was supposed to pass on to a man who no longer here. I trust you to take care of everything. With any luck, I'll be back soon enough." With that, she rushes out the door.

If we can secure the help of both, we may be able to convince Amvion to allow our proposition to go through. Maybe there's some concession we can make to help with that." He looks over to Votok and Tiberius. "Votok, you will go to the Shadow Kingdom and help them resolve their trouble. Alpida appears to be on our side, at least, so make sure she maintains influence. Tiberius, you will go to the Lion Kingdom and discuss our stance with Lord Urbien and Lady Valerie. Valerie supported our proposal, but Urbien did not and has already pledged his support to Amvion behind Valerie's back. See if you can find a way to undermine Urbien and help Valerie take the lead."
