Jamaica is an island in the Caribbean, four thousand, two hundred and forty square miles in area. The third-largest island in the Greater Antilles, Jamaica was once ruled by the Spanish and known as Santiago. These days, it is the main outpost of the British Empire in these parts and a leading sugar exporter. Its capital is Kingston.
Jamaica is ruled by His Majesty's Governor of Port Royal, with the assistance of various Royal Navy officials. The military presence here has been low of late, but there are rumours that that is soon to change.
The Governor of Jamaica stands on a balcony, staring out from his mansion. A transport, recently come from England, lies at anchor. Five hundred soldiers are disembarking, marching up the roads in neatly regimented rows.
A horseman gallops through the wrought iron gates and up to the doors, dismounting and entering. The Governor leaves the balcony and steps into his office, sitting down behind the desk as the messenger enters and bows.
"Governor, I am honoured to make your acquaintance. His Majesty has decreed that his holdings here should be further fortified and expanded. The first shipment has arrived, as you are no doubt aware. He has supplied five hundred men, one transport and five thousand doubloons, the equal of Jamaica's military taxes. He hopes that doubling military spending and providing regular shipments of soldiers and ships equal to what he has sent you today, the British Empire's power here will grow. We cannot allow the French or the Spanish to seize control of our colonies."
"Thank you, Captain. Convey my gratitude to the King."
The Governor then commits one thousand Doubloons to his vault for safekeeping, leaving him with eight thousand, seven hundred and fifty for military spending. Knowing that naval defences are vital, he starts by spending some of this on the commisioning of ships. The first of these, Barnacled Crown, is a Corvette.

Standing upon the brink of starvation, Jamaica is saved by the arrival of more supplies, which were delayed by the fabled Storms of In'acti'bar.
These supplies consist of two pounds of oranges, two pounds of bananas, two pounds of coconuts, four pounds of sugar, two transports, one thousand men, and ten thousand Doubloons. Additionally, the no-longer starved populace is finally willing to pay its taxes, some of which are used to pay for the food supplies generously offered by a passing merchant. This gives the Governor another nine thousand, five hundred Doubloons. After committing one thousand to his emergency situations vault, he has a subordinate do the calculations, and now knows that he has twenty-two thousand, two hundred and fifty Doubloons for military spending.
It is decided to first increase the port's naval defenses, as the corvette Barnacled Crown, although manned by courageous sailors, cannot defend Jamaica from a full-scale assault. Accordingly, new docks are constructed to sustain a greater naval presence, and a Grand Admiral is summoned from Britain, bringing with him a Man O War and Ship of the Line. This leaves Jamaica with three thousand, two hundred and fifty Doubloons. Most of this goes into buying one-and-twenty-swords, leaving 100 Doubloons spare.

Scouting the corvette, the small clipper La Paloma circles the ports for an opening. Weary of both the Man O War and Ship of the Line, the crew turn back and return to the nearby waters outside of British Crown's control.

I ain't a pirate. I guess I got tangled into the cattle business on this side of the country.
From the top of a tiled roof, Emiliano searches the streets for a particular person. Shaking her head repeatedly and murmuring, she called back to Kane. "Do you think you could ask these folks where we might find the Govenor?"
