Administrator Roope nods, admiring the various types of armor worn and making a mental note to acquire some for himself. The silence is broken by the thump of a cane. A wolf with discolored fur bows before President Wol'jin, holding up a basket of fruit. "My dues, the finest of my crop."
Administrator Rhina scoffs, murmuring to herself at such an intrusion. Eager to assert his position as Administrator, Roope harshly reprimands the wolf. "Who are you to interrupt such an important meeting!?"
The wolf rises, slowly with reverence for President Wol'jin before turning to face Roope. At the sight of the rhino horn dangling from the wolf's belt, the once proud Administrator moves back slightly out of fear. His voices cracks. "How-how did you get that?"
The wolf remains silent, glaring at him before looking at Wol'jin for permission to teach the ignorant Administrator a lesson. Catching this, Rhina motions her hand and coughs, frightened herself. "I see you are a warrior, a wolf of great merit. Perhaps you would be willing to join us in capturing a criminal, one of your own."
The wolf scoffs. "No one who dishonors the pack is one of us."
Roope crosses his arms. "You deny the wolf Whit is indeed a wolf? Hmph."
The wolf scowls at Roope, forcing him to take another step back. "He is a mad nomad, of no business to us. We leave him be and he leaves us to be. Unless you had provoked him, you would be in no harm. Stay clear from the serpent's path and you will escape without a bite."
Acknowledging the warriors, and a look from the guards, the wolf nods. Kneeling before President Wol'jin, he calms his voice. "For the pride of the pack, I will bring him to justice that we may live in peace. If you require my services President Wol'jin..."
Wol'jin: "Your services would be most appreciated. It seems this nomad Whit has overstepped his boundaries and tried to meddle in the Rhino Tribe's affairs. People like him need to be kept in check, especially now."

At his home, Wicker pulls a box from underneath his simple, wooden bed. Placing a mechanical brace on his back, the elderly wolf stands at full height. Holding up his cane, he unsheathes a Katar, inspecting its sheen before placing it back in its gnarled wooden sheath.

Still frozen in shock, a Wolf guard pokes the Administrators with the dull side of his spear before tapping them with his finger. He turns to President Wol'jin, confused as to what to do next.
Wol'jin: "Your services would be most appreciated. It seems this nomad Whit has overstepped his boundaries and tried to meddle in the Rhino Tribe's affairs. People like him need to be kept in check, especially now."

Standing at attention, the two Administrators pat themselves looking for the planned gift to Wol'jin. Roope pulls a dagger carved from Rhino Quarry rock from his belt while Rhina pushes through to hand the Wolf President a statue chiseled from the same stone.
Bobbing their heads, they hastily say their goodbyes before scurrying off, walking right into the guards blocking the exit. Wincing, the Rhinos fiddle with their hands and scratch the back of their necks.

The Administrators nod, turning around and continuing their hurried exit.
Outside of the Presidential Building, the Rhino guards meet with the Administrators.
Rhino Guard #1: "The Tribe Stone is ready for transport Administrator. "
Rhino Guard #2: "Anything you require Administrator?"
A look from Rhina ends the conversation. The Rhino Guards carry the Tribe Stone and load it onto the vehicle. From afar, Eliaphet peaks from the side of her book on the treaties between Wolf and Rhino tribes to catch snippets of the Administrators' murmuring.
Putting on his driving gloves, Roope takes a quick look behind him before whispering to Rhina. "Are those furbags still watching?"
Rhina boards her speedor, scolding him. "Do not regard them as such, their hearing is better than any of ours. Remember Administrator Rodge?"
Gulping, Roope looks down at his feet and boards his own speedor. "Well, let us hope the Eagles will be quick now that Galvanor is gone."
Revving their vehicles, the Rhino guards lead the Administrators out of the Wolf HQ.
At her table, Eliaphet hand begins to shake. The Eagle Spire...free? Setting her book down, she takes a sip of her tea and watches the convoy leave.
A Wolf librarian returns to check on Eliaphet. "I brought further volumes on important events within Wolf history." He drops his stack of books on the table and scratches his head. "Where did she go?"
Above the Wolf HQ, Eliaphet soars the skies of Chima, following the convoy with anxious hope.
The tribe's scouts return to Wolf City from the north, showing President Wol'jin photos they took of the frozen towns on the shores of the Grassy Plains.
Wol'jin: "So the invasion we've been preparing for has already begun, right under our noses..."
Wolf guard: "Alpha, sir! A fleet has docked at Wargrimmar. It's not an Ice Hunter fleet; the ships are powered by fire chi."
Wol'jin: "Perfect timing."
Wolf guard: "I beg your pardon, Alpha, sir?"
Wol'jin: "Let them on land. It's probably the Bats. I will meet with them."
Wol'jin travels a few miles west from Wolf City with an armed escort, to the coastal city of Wargrimmar. He hops off his speedor as a bat flanked by only two guards of his own glides down from the docked flagship.
Bat: "Greetings, President Wol'jin. I am Commodore Brethil, in charge of the Bat Tribe's Second Fleet. It's an honor to speak with you in person; I know you came to New Bat Island several times, and maintained strong relations with my tribe back before you were wrongly usurped."
Wol'jin (nods and shakes Brethil's hand): "Indeed. Forgive me for going out on a limb if this is incorrect, but I assume you're here to discuss the sightings of the frozen towns on the shore?"
Brethil: "Right on the mark, sir. This presumed Ice Hunter fleet is a threat to sea and mainland dwellers alike. The Wolves have made it no secret that you've been militarizing against the Hunters. Though the Bats are Chima Alliance and the Wolves are Unichi, I propose a joint effort to hunt down and destroy this fleet, to secure freedom for all Chimians on the sea and coast."
Wol'jin: "Ah, don't bother yourself with the technicalities of which alliance we belong to. They might as well be one and the same at this point; we're all finally united against our common enemies, after all."
