Disillusioned with Chima's previous peace, Cemnus abandoned his tribe with a small group of followers. They began building weapons in a hideout deep in the jungle and have now returned to fight for whoever they please.

To think that it isn't likely or possible for chimans to make one after years of research is completely and utterly ridiculous. - You are assuming that chi has to be used by each tribe, and I do not agree. As long as it gets used, the land will be fine. The lions can just give it to other tribes and and not the ones that they are fighting. - I find it hard to believe that the lions would give chi to a tribe that is actively fighting against them. No rule would hold enough weight over the lions for them to actually give their enemies fuel with which to slaughter their very families. - Any sane being would choose natural disasters over war any day, especially when you consider that the enemy will not have any technology that requires power. EVERY war has resulted in hundreds of times more casualties than even the worst natural disasters, and natural disasters would damage your opponent as much as it did you.
I'm not saying it's not possible, I'm saying that we haven't seen generators (or even magnets, if I recall correctly) in canon. The FAC is not for things that cannot be built. The FAC is for things that could, potentially, be built, but haven't been seen in canon.

Within the space of a day, that created a massive earthquake and a storm capable of grounding the best air force in Chima. All the other tribes got their Chi, yet it still happened. -In another episode, Laval steals an orb of Golden Chi to rescue his friends from Fog of Destiny, preventing a war. It was for the good of Chima, but Laval still went into exile. That's the worst punishment in Chima. The Lions are incredibly noble and wise. They place the good of Chima over their own safety. They gave Chi to the Crocodiles in canon, despite being at war with them. It was obvious that they would use it to attack Lion City, yet the Lion Elders still gave it to them. - Well, in that case, all Lions except young and impulsive ones like Laval are clearly mad. In canon, they choose to uphold the balance.
You're ignoring the part where the canon is trash and could be way better if a little bit of sense or variety was applied to any of those awful flaws.
