Quantarix hires an assassin su-skakdi and a vo-skakdi. He scouts out the city. He decides taking it over, at least with brute force, would be utterly infeasible. He listens for any wants or needs or groans or jobs that may sway more skakdi to work under him....

All the Skakdi are either broken, happy, or simply don't have the will to leave the city, let alone turn against Vazrudakaan.

That said, the local Makuta outpost might contain information that is actually relevant, as they are bound to possess unbiased records of Vazrudakaan.
