Which I easily pointed out the flaws in that train of thought. Don't give it to certain users. Don't make it something bigger than it is. Just encourage people to use normal Toa.
Giving certain users special treatment by granting them access to Toa Nuva has the potential to ignite arguments, especially when a new user comes in and wants to be a Toa Nuva. considering that the only difference between Nuva and regular Toa is raw power, that chance for arguments is really not worth it as it really adds nothing to the story.
Two people in a significant leadership role have had the same thought... just saying

Then don't make it special treatment. Like I've been saying. If everybody can use them, then let them. You don't need to advertise them, though.

Two people in a leadership role have ignored the train of thought of another, which counters said thought.

The thing is: if everyone can, everyone would. And that would be contrary to the concept of Toa Nuva.
*Kuhtak quickly regains consciousness, but with his mask turned off. Realizing he doesn't know what happened he immediately puts himself in a Stasis Field so he can safely assess the situation.*
"Kuhtak...?"
Makuta Umbraia retracts her launcher and ignites Avaunar on fire just by looking at him.

I have a Toa Nuva, does everyone else have one? No. People are fine without it. Besides, the only thing about Toa Nuva is they have more EE and better kanohi. It's not a huge thing.
There are now so many Makuta fighting at once Alerak doesn't know which one to mental attack
OOC: "Alerak" wasn't in my dictionary, so I didn't notice when auto correct changed it to Avaunar.
IC: The ground splits open and swallows the baffled toa whole. It does not close back up, but huts and matoran do fall on top of Alerak.
Alerak screams with rage and openly declares to Umbraia that she literally cannot do any of that. He also begins to levitate off the ground and go on a psionic rampage, tossing anything he can find at Umbraia. Korust, meanwhile, hurriedly attempts to put out the flames that have caught on Alerak. Who is now spouting curses and insults at Umbraia.

OOC: Fear not fragmentation split the earth, not elemental control. In either case, Alerak still saved himself. I'll allow a responce to save the matoran now, since you didn't not have all the information in my last post.
IC: The Makuta disintegrates the objects as they touch her, then makes a strong and authoritative gesture for the Toa to leave. She solidifies her warning by incinerating one of the few remaining huts of Su-Koro.
A new energy overflows the pulsing heartlight of Arkav. It floods him with sorrow for the coming deaths of matoran, but also empowers him with a stubborn desire to deny their fate. He bolts toward the hut that caught fire.

OOC: Tremble before the might of LOSING POSTS IN MODERATION!!!

Alerak telekinetically grasps Umbraia and causes her to spin around in the air, hopefully distracting her long enough for him to ask her a question.
"And just what the Karz do you think you're doing, attacking helpless, powerless, inconsequential Matoran? You powered beings... Toa, Makuta, all of you! It's disgusting! You think to hold our fates in your hands simply because you are stronger than us? It is unforgiveable!"
Korust uses this openning to try and freeze Umbraia. Blarkrok, on the other hand, attempts to convince Alerak and Tahriak to retreat and regroup, knowing that they (Blarkrok in particular) are simply not ready for a major fight at the moment. To prove his point he fires a lightstone at Umbraia's head to try and distract her.
