MNOG itself is not canon though -- many of the events within MNOG are canon, but not the game itself. That's what I was getting it.
Also, you must remember that during 2001-2003, BIONICLE was very different thematically. And the fact that the themes of BIONICLE were different at the time are likely what caused Kapura to have his 'power'. At the time -- it made sense, because it was a strange island, and a Matoran being taught a strange ability by an elder did not sound so far-fetched. However, as time dragged on, it became apparent that Matoran across the board are not supposed to have powers.
Kapura's ability conflicts with everything we know about Matoran. What I am trying to point out is that reconciling Kapura with canon is no simple feat, and would have serious repercussions.
I'm not going to try and explain how it works. There's alot of stuff that can't be explained easily in Bionicle. But Kapura has the power, and just like everything else it is canon. You can't argue against the fact it is canon.
It doesn't have to be a common thing, but matoran can have innate powers, as proved by Kapura
If it's only source was MNOG, then it could be said to not be canon.
Powers: Sleep, Slow, Stasis, Pain Removal (can remove the FEELING of pain, but not the cause).
Kanohi: Khetae dons the Faxon and Hau.
Weapons/Tools: Khetae wields a bow and arrow set, as well as a whip. Khetae's arrows can be barbed, toxic, snaring (energy web and slow), trapping (slow/stasis), flaming, hydra (splits into many arrows in the air), explosive and more.
Appearance: Khetae is of relatively average height, with black and golden armor. His eyes are an enthralling golden color. He has a lean build.
Personality: Khetae is serious, and very stubborn. He doesn't talk, if he can help it, finding it wasteful. The only times he opens his mouth is for food, or screams. Khetae is no-nonsense, and very much the opposite of Axarella.
Backstory: Khetae's past is shrouded in mystery. At one point, he and Axarella attempted to escape from the First Face of Insanity, The Darkness. This ended poorly, and Khetae was promptly thought to have been killed by the Darkness, leaving Axarella to flee. Khetae was in truth, imprisoned inside the Darkness itself, forced to watch as it, no, he, sent an entire army after Axarella, only for her to slaughter it all and escape by jumping off a cliff. His time inside the Darkness gave him the new abilities of Sleep, Slow and Stasis, while he already had the power to remove Pain.
You want an explanation for Pain Removal? It's more of a art, similar to Kapura's teleportation. He used to be obnoxiously loud, but didn't feel pain as much, since he just removed his own pain. If you want, I have an actual explanation of how this art works, and how it could be learned. It's not something unique or super special to Khetae, because he learned this technique from the Darkness and from Mnemosyne. I'm willing to explain this, in private, to someone.
Is pain removal a self power, or can it be used on others? If others, I imagine there would have to be some sort of psychic link and cooperation involved.
Sleep, Slow, and Stasis are Makuta and Rahkshi powers. I must ask what "The Darkness" is and how it gave him the capacity.
Young or old, it doesn't matter much. It's still considered canon, and Kapura has a power in canon material that isn't retconned, so therefore it wouldn't be much of a stretch at all for another matoran to have an innate ability.
And in all honesty, it sounds more interesting with them having an innate ability instead of being experimental freaks or something.

Boidoh asked Greg: "When Kapura was in space with the others, could he have teleported himself out? I mean, It is as Vakama said, he practiced and became skilled, and he now knows the secret art of travelling great distances by moving very slowly . It is only a small matter for Kapura to be where he is not. It is a useful skill. Where Kapura is, is cold and has no air. Where he is not is overtaken by Makuta and is a city. Could he have been where he was not by moving very slowly?"
To which Greg replied: "The problem is, we do not know the range of his powers, we do not know if he needs to be standing on solid ground for them to work, we do not know if he needs to be in line of sight of where he is going ... so it may not have been possible for his power to be of any use."
Also, yes, his power is canon, though it is not his power any more then wisdom is Nuju's power. According to both Vakama, Greg, and Biosector01, the power of traveling great distances by moving very slowly is a secret art. None of us will ever know how it worked, but we do know that if someone is freakishly slow, they might be able to learn it.
I will bring up that codename, "Mimic" from the Dark Hunters discovered his power. Apparently no one else in his species could do it, just him. It was a unique individual power... or was it? Okay, he sees something, and he can do it without practice, (He sounds like he could be a MASTER at fulfilling TASKS the Shadowed One wants done) but that's technically more of a talent then an actual power.
Conclusion: Alright, if you want an extra power for your RPC but canon kinda disagrees, make it a rhotuka power.

Reads up about Rhotuka Powers
Oh, yeah, a power based on rhotuka energy works. Didn't know that each power was personalized before.

That's more of a band-aid solution. And a rather infected band-aid one at that. Once a proper FAC is established we can talk of this more.

Both. Cooperation isn't necessary, and I'm not answering the other part.
Think of it as... A hivemind.. Of beings.. That is probably the best way I can describe it without giving too many spoilers, even tho I've already given one.

Absolutely. Because we're still holding votes for the other two members in our FAC, I made an attempt with canon to last us until the members are elected.

True, you could definitely force someone to not feel pain if it was a power or had a psychic link. A self taught trait can be shared via telepathy or (Gali style) mind linkage. A power can be forced upon beings without consent. So is Pain Removal a power, or a trait?
Then I will ask that you refrain from using those three powers with your new RPC until our FAC has all of its members, where we will vote together.

So I can bring in my characters, even if only temporarily?
Plus I don't think Eric is really much of a problem anyways. Only maybe Darren

Eric nobody has any claim to deny. He is a Kra-Matoran, henceforth, he has more elemental power than others, and thus, shadowalking could be permitted, ESPECIALLY since it tires him out.

*shrugs* It's not something I've ever even defined. And, Gali's mind link isn't a trait, it's a power. So this would be a power, too.
*shrug* It's not like Khetae has any chance to actually do anything write now, I'm just planning on using him soon.
