King Kong and Kraken weren't in Dimensions, unless you count the Story Pack that's directly based on TLBM.
All those characters were in there because either LEGO or Warner Bros. has the rights to them.
Just like how in TLM, there were characters like Gandalf, Green Lantern, Lloyd Garmadon, and Dumbledore.

I don't think they do, but they were probably still allowed to use them because LEGO had rights to it because of Dimensions. But they don't own LotR either, and they were allowed to use Gandalf in TLM because LEGO had the rights because of their LotR sets. TLM isn't based on the LotR sets, and TLBM isn't based on Dimensions, those are just the reasons they have the rights to use certain characters. Any character LEGO has rights to, from Dimensions or otherwise, is a character that can be put in the LEGO movies.
