Actually, I think those villains were going to be in TLBM anyways. The daleks have a different design than in LEGO Dimensions.

There's exactly four Lego own brands in there when there's about 30 brands in total. Dimensions was supposed to be a mash up of Lego brands, not a mash up of a load of thing they had nothing to do with. The Dimensions promotions in TLBM were way to obvious and deducted from the appearance of the crazy Batman villains everyone was expecting.
