I agree, we've really stretched the definition of "NPC" on this RP. It's because creating "named NPCs" was originally a way to sneakily get around the character limit, but due to the smaller number of people on this RP, we eventually just renounced the character limit altogether. So really we should call every named character an RPC.

the day after During the Battle of Lion City, Eagle Triumvirate ships come before New Bat Island, and, in Bliston's absence, are let past the blockade by the Bats, who assume that this group of Eagles and Tigers are a returning joint operation they hadn't been aware of. Later, but still during the Battle of Lion City, diplomats from the ET come to the Bats.
Elina: "Lycor cheated you; the Mantas know about the location of Chima, Send the MRE send at the moment a whole fleet, which is only stopped by our planes, but they come with more horses and we need the help of Unichi and Primordium, but Lycor is blocking our help. We are members of the Eagle Triumvirate. he is trying to destroy We don't ask you to join us, we ask you to stop supporting the Chima Alliance and enable us against the Mantas, a battle that saves Chima and possibly without killing too many, do you agree?" king bliston was away,but dr. benjamin answers:in name of the king yes
The Bats decline to give an answer in the absence of King Bliston [leading Elina to depart and instead go to the Northern Outland Mountains, where she then found Eliaphet and her friends after their fight with Whit], but they consider Elina's words.

Bliston's wife: "I now understand what she'd meant by 'Eagle Triumvirate', as they're clearly a separate faction from the Eagle Tribe proper. But I don't know whether to trust her claim about the Manta Ray Empire already knowing of Chima. Could've just been a lie to get us on Galvanor's side."
Bat Steward: "But like you said, they're a different faction; made clear when they allegedly turned on Primordium at Eagle Spire, right in the middle of the battle. That Elina would have no reason to spread Galvanor's propaganda if they were never his pawns."
Dr. Benjamin: "Ah, but you see, she had made it clear that they were on Galvanor's side back then, even if they did switch sides later. So, at the time, they very well could've been spreading lies at Galvanor's behest. Ultimately, there is no way to know whether it was the truth or not at this time."
Brethil: "Which is exactly why we should focus our attention on a more immediate danger."
The Bats at the meeting turn to see Commodore Brethil as he enters the room. The new arrival wears his gray naval uniform over his Phoenix armor, the coat half unbuttoned to allow for him to plug chi or fire chi into the harness on his chest. The uniform also has colored bars on the left chest side to denote rank. The most striking feature of the bat are his purple eyes that almost seem to naturally glow, which he'd covered with a visor in his previous profession so as not to scare his patients.
A psychiatrist who, during the time of the Chima Alliance—Crawler Empire War, had apprehended Bratta and Bachell in Black Fang Mountain's mental hospital cave and removed them both of Scrin's mind-controlling stinger venom, Dr. Brethil had been among the Bats who'd escaped from Icestrike's freezing of the mountain.
Like the other non-frozen Bats, Brethil was integrated into the Bat Navy by Grand Admiral Balthazar upon flying to the original Bat Island. Brethil, adapting quickly to his new role, rose to the rank of Commodore by the end of the Balthazar Campaign, making Brethil the second in the Bat leadership's chain of command at the time, after the Grand Admiral's passing (with General Badrar being first, since King Bliston was frozen and Sky General Brakket had dissappeared).
Commodore Brethil, despite not having been granted a higher rank in the Bat Navy during this lengthy period of "peace" on the sea following the defeat of the Icebear Fleet and the pirates, is in charge of the Bats' Second Fleet, which means he's essentially in control of the navy as a whole before the Bats produce more fleets.

The Bats sitting around the table bend over to closely inspect the photos, seeing completely frozen towns on the shores of the Grassy Plains region.
Dr. Benjamin: "That's the Hunters' handiwork, alright. It can't be the Icebear Fleet, unless--"
Brethil: "It's either the Sabertooths or Mammoths. I'm betting on the former, who've been the most active in their invasions as of late. And I'm going to do something about it. We can't let Balthazar's sacrifice be in vain; the Hunters cannot be allowed to control the known sea. Not to mention, the Bat Navy is itching to fight, having not seen action in a great while."
Bat Steward: "Wha-- You can't jump into a war just like that, without the approval of the King! Especially right after the Chima Civil War, which we played a part in--"
Brethil: "Correction: King Bliston and the Bat Army played a part in that war, not you bureaucrats who sit safely in this castle arguing about politics all day, away from the fighting."
Bat Steward: "W--why you--how dare--?!"
Dr. Benjamin: "Brethil, my friend, I understand how you must be feeling, but you must think logically. The Navy hasn't seen action because it's been reserved in case the Rays attack, especially after what that Eagle from the west told us--"
The Commodore slams a hand on the table.
Brethil: "The freezing of the shores and known sea could directly compromise the Bats'-- no, Chima's defense against the Empire, especially if the Hunters launch an attack on New Bat Island. Why devote all our resources to preventing Imperial reign, when our northern foes are slithering in to take power themselves? I ask this not just of the Bats, but of all denizens of the known sea; are we just going to let the Sabertooths walk all over the rest of us? I think not. And I think His Majesty would agree with me. If you won't take a stand alongside the Navy, then perhaps others will."
Commodore Brethil whirls out of the room, leaving the gathered leaders speechless as the Second Fleet sails east, toward Wolf shores.

If the Ice Hunters mount an attack, Eagle Spire is already reeling from the bombing."

Bliston: "It's alright, I wanted to meet with them anyway."
He turns to the diplomat.
Bliston: "I see. I'd been wary of you enigmatic foreigners, but it seems we have the same adversary and ultimate goal. However, I need to inform you of this: I believe at least one ray stowed away on one of your ships when you first came to Chima. I saw him at Eagle Spire...in fact, his actions seemed to indicate that he wanted me to see him. I believe we should focus on both the problem of the Ice Hunters, and capturing this ray bomber ASAP. For all we know, he could be broadcasting his location on the mainland to the Empire as we speak."
