This lockdown ensures that Egor's fugitive isn't able to cause any injuries to bats regardless of how long it takes to find him, and all the bats who migrated to New Bat Island are permanent members of the tribe. They wouldn't have migrated to New Bat Island (which had already been claimed in the Bat Tribe's name by the naval bats who weren't frozen, after they sent those fire chi powered bats to rescue Bliston and the others) if they weren't loyal to Bliston and committed to the idea of living out at sea. Therefore, all Forgotten bats logically can only have been bats who decided to stay on the mainland and/or go to Scorden Island when the rest of the population went to Bat Island.

-Barney casually chuckled- Barney: "heh alright, well, nothing much to work down from the ranks up again, amirite? Well, i should go pay my wife and King a visit to go tell em' the news!" -he'd grinned, casually doing some donuts with his speedor before racing off back to Balthalazar City's castle...- (Or whatever is built there to hold Bliston's fam. )
-Meanwhile, with Bratta wandering aimlessy around the Castle, she’d be a bit bored, holding her snoozing children close to her, she’d wondered what was out there in the seas, if there were more tribes or land out there, she’d been intrigued by the mystery of the west sea, she’d wonder what was over there...-
-Suddenly, she’d get a surprise of a hanging up-side-down Barney giving her a loving kiss, Bratta could only gasp before murring adorably into the kiss, Barney pulling away, chuckling-
Barney: “Yeah, im back in the Bat Military, i will get back to my Commander’s Posistion soon, darling...” -he’d chuckle, casually jumping into the indoors from the balcony they were on-
