I have an HQ, but I wasn't aware we needed characters - I thought we were just controlling the government's choices 'n' stuff. I can make a character as soon as necessary. A political leader, I assume?

No, you make an RPC who is in charge of the Navy, usually.

Awesome, so yes, you need to make some sort of character that is Portuguese, Of you've taken the Portugal HQ. You should be like a fleet captain or something like that so you can fight us. Maybe even a Governor. Make up some stuff you want that's unique about him, and then...post it. You can also make other characters of which I am sure you already know. Once you've got your role-playing character, start playing and building up your HQ! You can start updating your HQ now w/o your character though. So yeah! After you've done that, if you have anymore questions, come back and me or somebody else'll give you the low down. Am I missing anything important @animalhelper123 and gurnechnaz?
