Awesome, so yes, you need to make some sort of character that is Portuguese, Of you've taken the Portugal HQ. You should be like a fleet captain or something like that so you can fight us. Maybe even a Governor. Make up some stuff you want that's unique about him, and then...post it. You can also make other characters of which I am sure you already know. Once you've got your role-playing character, start playing and building up your HQ! You can start updating your HQ now w/o your character though. So yeah!
