After going back and reading through each of the HQs I've set up a few plot threads that we can expand upon later.
For the General Story after the events at the Tavern:
Repelling an attack on Kane's ship, him and Emiliano are heading to Jamaica as that is the nearest port and fulfills their wish to find warmer waters instead of nearly freezing.
At the French HQ, the previous Govenor has disappeared (possibly hiding within the island itself as a commoner, biding his time.) and the current leader was visited by a mysterious captain claiming to have heard from reliable sources that an attack on the settlement was imminent. He offered to help protect the surrounding waters if the leader would allow him to command his naval forces.
After being mocked, the myterious captain left. Three weaks later, he forgot about the attack and relaxed his guard. While hosting a ball, a Pirate who was present during the failed attempt at forging an alliance with the other Pirates at the Double Sided Dabloon years ago has returned, executing judgment for a previous betrayl. He is now in charge and is forcing his betrayer and those who profited from buisness with him to work as his servants.
The mysterious captain, having agents within Claude's horde, are feeding information to an unknown source.
At the Portugal HQ, the Govenor is still extending the Lisbon Treaty for those who wish to accept it. (The character is also open if you want to take on his role.)
And that's it. Can't wait to see what Kane will think up at Jamaica.
As for governor positions, since users are slowly returning to the site the original governors might return to their positions. For sure, British HQ still has a relatively active governor as the user still pops in once in a while.
For France, the idea of a governor pro tempore is in effect until the original user returns.
Portugal & the Tropical Islands are relatively abandoned, so the idea of a governor pro tempore or someone claiming one of the Tropical Islands are a great place to start.
If you ever decide to lean on the pirate side, according to the rules set up by the RP creators you are allowed to create your own ship HQ.
