I have a query! If a villain is impersonating/mind controling a hero, can they straight up say that the hero is doing something and not mention the villain's involvement?

Well, if there is a canon HYDRA base, I suggest you use it. Submit fanon locations to either the FAC or RCC. ALL topics are to be taken to the RCC. Fanon topics are taken to both.
And yes, if you wish to fill out a form and post a canon (or approved fanon) HQ, you can do that, as you are a member of the RCC.

As you are RCC, you can post canon topics whenever. All fanon topics must be apporoved by the majority.

is my roster. I was wondering, could I turn sinestro to Scarlet witch and Ionic to zoom?

I think it’s like this:
Say, Loki was mind controlling Hawkeye (references). He could say, instead of “Loki made Hawkeye do ______” he says “Hawkeye does _______”.
But if I’m wrong, correct me.
