I suggest that, at city topics we have situations. Such as “A gang of criminals are robbing the city bank” and the heroes must stop them. Situations like that can also happen for villains.
But who would post them?
Villains have to coordinate crimes. Otherwise they don't do much. If you're a villain, I suggest doing whatever you want and assuming no one can stop you.
But these would just be NPC's.
Also, villains doing that were one of the reasons for the RP's downfall.
I have a query! If a villain is impersonating/mind controling a hero, can they straight up say that the hero is doing something and not mention the villain's involvement?

Well, if there is a canon HYDRA base, I suggest you use it. Submit fanon locations to either the FAC or RCC. ALL topics are to be taken to the RCC. Fanon topics are taken to both.
And yes, if you wish to fill out a form and post a canon (or approved fanon) HQ, you can do that, as you are a member of the RCC.
