There's actually no rank requirement for the avatars. I think it's just a default message that the admins can't really change.

Check the Help and Suggestions forum for "A Guide to LMBEternal Part 2: Avatars" topic. I believe you need to submit it to either Keplers or Helios via personal message for them to moderate it and manually change it. Be sure to follow the instructions on that topic.
