I loved Phineas and ferb from beginning to end. A Phineas and Ferb theme would be one of the greatest themes ever. But molds for the characters would have been hard.

It's probably because LEGO wasn't fond of the idea of making a specially molded piece for every characters' head.
That would be a problem if they didn't simply make normal minifigs to resemble the characters.
I imagine Phineas would have a basic head, smile, red hair piece, with basic torso and legs. traingle heads will not work from any angle except the sides, but he can be easily translated to basic fig.
