Then, either the inland tribes, the crawlers (realising that they don't have enough Chi), or something else opens Cavora. This wakes up the Phoenix, along with the Ice Hunters reawakening, who stay in the shadows.
This would allow for a proper war between the inland tribes and the Crawlers.

I don't know, it seems a little confusing.
My idea was that the Ice Hunters were exiled to the northern regions by the Phoenix, Leopards, and tigers, and they were trapped there by a curse. The curse fused their bodies with the Ice to adapt them to the new, cold environment. They were living in the north all those years, but when Cavora was drained, the curse was lifted, allowing them to cross back into southern Chima. Instead of immediately returning, they build vehicles and weapons to attack. By the time their finished preparing (perhaps shortly after the Crawler Empire crushes the Forgotten), the Ice Hunters begin their attack on Chima. [i]

In said mining operation, Ice Hunters wake up. Not their full army, but enough to pose a threat. They take CHI from the crew and attack the Outland HQs. Now, as they awake, a series of storms are seen in the Outlands. They damage passes through the Outland Mountains, making crossing nearly impossible, and expand the Goge of Eternal Death. They also ground all aircraft around the mountains, meaning that no one can get in or out of the Outlands.
Now, a large portion of the CHI stolen by the Crawlers is being kept in the Outlands, as they can only carry so much. The Crawlers start to run low, as they are using a lot in the war. They have enough to stand a chance against the vastly superior numbers of the Inland Tribes, but not enough to be sure of winning. They return to Cavora to get more, but a large number of their transports are shot down, and CHI is salvaged by the Inland Tribes. They eventually stop trying, as the Crawlers know they can't keep this up. Then whoever we decide should do so opens up Cavora.
Meanwhile, the Ice Hunters have been waging war on the small force of Crawlers, mostly women and children, left in the Outlands. The HQ defences allow them to hold out, but not for long. The Hunters freeze them all, and take the CHI. They use it to wake up their full army, and still have enough to last them several battles. Just as the Crawlers commence a full retreat (The Lions and their allies having gained the upper hand now that they have a constant supply of CHI) bridges of ice cross the mountains and the Gorge, succeeding where the tribes could not. They freeze the retreating Crawlers with ease, only to be confronted with an army of Inland Tribes, as they were in canon. The battle goes like it did in the show, the Inland Tribes having nothing to counter the ice with.
After routing the Inlanders, tensions among the Hunters, having started just after they captured the Outlands, come to the surface. How these play out is up to the HQ Leaders; they may just talk about it and unite, or go their separate ways. Multiple battles are fought, resulting in the heroes of Chima finding the Phoenix and bringing down Fire CHI.

Well if we're talking about how the crawlers fit into the Ice Hunters' arrival, I was planning on having the scorpion and Bat HQs (as well as most of the crawlers' territory, both inland and Outland) get frozen by the attacking hunters. A short Crawler-Hunter war would ensue. The hunters would win, and Kings Scorm and Bliston would be frozen. About 2 thirds of the crawlers' chi would then belong to the Ice Hunters, but the last third of the chi would be salvaged by the remaining bats and taken to Bat Island. Grand Admiral Balthazar would take command of the Crawler Empire remnants, and a sea war would ensue between the Bat Fleet and the Ice Bear Fleet.
Meanwhile, the arrival of the hunters would awaken the Phoenix, who restart the chi falls upon noticing that they're gone. But after the inland tribes fight the hunters with the fresh batch of chi, they'd see that it doesn't work against the Ice tribes, so they'd get Fire Chi from the Phoenix.
So my idea's almost the same as yours, the only major differences being that the crawlers wouldn't try to get more chi, and instead the Phoenix would restart Cavora's falls.
The lions sent more negotiators to Eagle Spire in hopes of making a deal to improve their aircraft. A while ago, when the lions approached the eagles to ask them to join the Chima Alliance (currently comprised of the wolves, lions, gorillas, minor tribes, bears, and ravens), the eagles almost immediately declined. The eagles' current leader, Eaglak (who took over the tribe after King Eeran suffered career-ending injuries from Rawlin) seemingly had no interest in joining an alliance of any kind. However, he reportedly said "maybe later" at the time. Much time has passed, and negotiations went much smoother this time. The eagles have now perfected the lion tribe's aircraft, in exchange for warfare scholars to strengthen the eagle army. In the end, this new deal went perfectly for both tribes...so the question is: does this mean the eagles might decide to join the Chima Alliance in the near future? It's certainly plausible. After all, with the threat of the Crawler Empire expanding its land more and more, any tribe could be the next to have their territory annexed by the bats and scorpions, so it would make sense the eagles joined the Chima Alliance to fight this threat (more information on this topic in CPB Gold #4).

Question 1: "How did you become friends with gorilla leader Gorbav?"
Lysandre: "Well, I became aqquainted with Gorbav during certain deals with the gorilla tribe, you see I was an inventor, and was at the time selling agricultural equipment whilst working with Vinci-Armstrings, that's how I found out about him and our similar political views soon made us allies."
Question 2: "What are your opinions on the other current tribe leaders (Rixia, Lionel, Rica, Traxx, Bliston, Scorm, Woldros, Bismarck, Eaglak, and the mysterious spider queen)?" Lysandre: "I'm a very busy man so I don't do much work with politics, but here are my openions on the current leadership: Rixia - she is rather dedicated to her work, and has managed to keep some sanity in this tribe plus she knighted me. Lionel - I am not against him, I feel like he has done much great work in helping our democratic cause, and developing the tribe, but everything feels to centralised to bureaucratic, there is a certain lack of efficiency. Rica - She tried to kill me, I kidnapped her as vengenance then I released her since I didn't want to fight. No more words. Traxx- I don't know much about minor tribe politics, but I hear his tribe is thriving. Bliston- Imagine an outlander that is actually smart, that's Bliston. Scorm- Imagine an outlander, that is not worthy of ruling his tribe, and is in all aspects a diplomatic and political failure, thats him. I wanted to replace him, I still do. Woldros - very ambitous, but he is all talk and no work. Bismarck - well its always great to see another republic even if it is a temporary one, his tribe is being ripped to shreds, so I just hope he survives. Eaglak - I hear he is a great eagle ruler. Spider queen - I don't know much, so I wont say much."
Question 3: "What do you think of this new war between the Crawler Empire and Chima Alliance (AKA most of the Outland tribes and most inland tribes)?"
Lysandre: "Well, to no surprise the gorillas chickened out. I believe that a combined Rhino - Lion military will crush them. Unless some major event occurs, the cralwers were able to beat a tribe that was unprepared not mobilised, and one of the poorest in Chima, defeating the Bears isn't much to brag about. And if Eaglak and the eagles also intervene then the crawlers will collapse entirely, it would be nice if the Gorilla - Bear alliance made a counterattack."
Question 4: "Adding to this, what good (if any) and bad things do you expect to come out of this current conflict?"
Lysandre: "Hopefully it will spark a revolution and reform, it will also provide massive technological leaps in science and make the society's far less chi dependent, my new blaster consumes way less chi, soon all weapons will be chi efficient."
Question 5: "How did you survive the tragic destruction of your first lab?"
Lysandre: "My radars detected the raven fighters and allowed me just enough time to head to my evacuation route and use my potion to change my identity."
Question 6: "What inspired you to build your new lab?"
Lysandre: "The chaos in the world, I knew that we needed to develop and so that is what I did."
Question 7: "Is your lab superior to that of the Scorpions?"
Lysandre: "Of course it is, we had decades, no centuries of knowledge, I commend the scorpions on their massive research budget, but there chi inefficiency, and lack of vital knowledge hurts them, they have a failing agricultural industry, there knowledge is like swiss cheese, after a while, the knowledge they lack will crush them. Think about this right, they invaded the ravens, one of 2 hevaily advanced airborne tribes then the bears who have some of the most agriculturally rich lands, they will probably go here next to obtain vital metals. Every time they invade a new tribe they get more knowledge which makes us weaker."
Question 8: "Have you made any recent scientific or engineering breakthroughs recently that you wish to share?"
Lysandre: "Well the chi efficient blaster, might seem minor but it could very well change the course of warfare, with the recent collapse of the ravens, we have spent tonnes on new aeronautic improvements, soon we should have some new planes, and others, also the static defences that the rhinos have been implementing, mostly turrets, all my new advancements."
Question 9: "How do you feel about the semi-recent draining of Cavora and the dangerously small inland chi supply?"
Lysandre: "Its a failure for the inlanders as to how we lost that badly. This is a chima wide humiliation, that a less advanced, less developed, less wealthy tribe took all our chi, the lions and eagles weren't able to defend, are you serious that feels like a failure, simply a failure, they weren't able to stop it, why? Because they are a bureaucracy they are mired in it. Their centralism is seriously hurting the tribe."
