Honestly? I don't recall Perry the Platypus being in either of those.
Phineas and Ferb Mission Marvel counts because it's a Marvel crossover.

I regret to inform you that because the Crossover Act was abolished, Perry is not allowed in the rp.
I will, however, add Cap and Iron Man to your roster.
It was!?!? Oh. Okay. That's fine, I didn't expect to use Perry, LotR, or anything else in this RP anyway until you told me about the Crossover Act. The problem is, I don't know many of the heroes well enough to RP with them, not having seen many superhero movies. I'll be fine with Steve and Tony, though.

I believe we can reach a compromise. If we only allow the villains actually seen in the movie than we can keep a lid on things. The villains are:
1. Sauron (Eye of Sauron) - "The Lord of the Rings"
2. The Kracken (Kracken) - Old Mythology
3. Lord Voldemort (Tom Voldemort) - "Harry Potter"
4. Agent Smith (Smith) - "The Matrix"
5. Gill-man (The Creature from the Black Lagoon) - "The Creature from the Black Lagoon"
6. Medusa (Medusa) - Old Mythology
7. Jaws (Jaws) - "JAWS"
8. King Kong (King Kong) - "King Kong"
9. Wicked Witch (The Wicked Witch of the West) - "The Wizard of Oz"
Now we vote. Allow these guys, or ban them to the Phantom Zone forever.

I would say no. Though there is a Marvel character called Sauron (Karl Lykos, energy absorption, when he overdoses he turns into a human-pterodactyl hybrid thing).
On the same subject though, what about characters that appear in comic books from DC and Marvel but aren't actually a part of the universe (like Star Wars and more importantly, BIONICLE)?

Considering we're not allowing characters that crossover, allowing characters that don't would be a bad idea, to say the least.
I think we should stick to Marvel/DC, and maybe other comic books. (Like Hellboy cause that movie was kinda cool...)
There is a planning topic for a Lego Cinematic Universe RP, and I think those characters should stay in that RP.
Honestly, I kind of agree with this. I'm changing my vote on the TLBM thing to no.
