So, here's my idea: the Mask of Memories (Kahnoi Recordatio). Basically able to wipe or restore memories to someone or something. Toa would still use it, but due to immoral Mask rules would probably only use the "restore" half.

Hmm... I don't know about this one. It could potentially be used to force other characters to lose important memories or knowledge. it could also open up the possibility of characters performing deeds that go against their morals.
What if we were to add a clause that stipulated that the mask's victim must be willing to have his memories stripped AND the user must be touching the target?

Touching:yes, absolutely. Willing too:probably not. It would make the mask totally useless in a combat situation. Unless you had someone with mind control, which I don't.

I would approve on only the stipulation that the user must be touching the target. Having the victim agree to have his memory wiped seems to defeat the purpose of the mask.
Also, on the subject of your intelligent Rahi, I really don't see why not, as long as you have a decent backstory and that he is the only one of his kind.

Liquefaction meaning it melts the target.
Ah... is this hit-scan (meaning simply looking at the target melts them) or is there a laser beam before the effect takes place?

A complete mind wipe would take some time. I wouldn't do it without premission OOC anyway, unless it was small memories like the mindwipe itself.
