I don't think Plovar is a Legend Beast, because he doesn't belong to a tribe and he is one of the smaller birds who didn't drink chi. I think he is just a very smart species of bird, only found in Chima, and he can talk because of his intelligence.

Hum... Why isn't he a beast between "chimians" classics and "legend beasts" ? There are not chimians of his species, so I think he isn't totally a legend beast, but he isn't a chimian too, because he hasn't chimians body.
