Eastfold

The Eastfold is the easternmost region of the regions of Gondor that borders the Ered Nimrais. The Fenmark is the southeastern border of Rohan. The Eastfold is surrounded by rivers: The Snowbourne runs along its western border and up along its northern border, and to its eastern border the Mering Stream runs to meet the Snowbourne. The Firienholt (Firien Wood) lies on its eastern border.

This region borders the West Emnet to the northwest, the East Emnet to the northeast, Anorien to the east, Ered Nimrais to the south (insurpassable), and Edoras to the west.

This region provides the usual 1,000 MWE and 100 SWE.

We decided that as Isengarde is inactive, it's unfair. So, Rohan is not going to be used until CC returns to lead Isenagard.

How exactly is it unfair? If Rohan was used, Good would have 20, 000 more troops than Evil.

that's unfair.

You can either lead/join Fangorn or join a different HQ, but neither Isengard nor Rohan are being used at the moment.
