The bear machines find traps and mines set up beneath the earth, causing minor Cave-ins of the tunnels the bears create. Meanwhile, the interior walls of the Republic tunnels are quickly plated with reinforced steel.
OOC: How can these bombs and traps bw placed anywhere except right next to your tunnels, unless they could somehow access the tunnels the bears are making? Maybe I just don't understand the post fully...
IC: Bear miners, soon discover the tunnels after encountering a few of the traps, giving away the tunnels primary locations. Drill machines concentrate on the walls, and, after about a few minutes, due to the bracing, they finally break through. The drill machines. Drill machines, enter in the tunnels to find... Reinforcements are deployed.
They find that 90% of the scorpions are civilians (not an exaggeration). The Praetor here steps forward, carrying a white flag. He officially announces that the scorpions won't return to the surface in this region (so no scorpions in Eagle territory now), and that the Republic soldiers (former members of the 70% frozen scorpion army) beneath this region will move south into the tunnels beneath wolf and Croc territory. As the soldiers head out carrying white flags, the Bears' inspection finds that these tunnels open up into small caves that serve as living quarters for women, children, and non-soldier men, and larger caverns used as mess halls and a Great Hall for meetings. The Great Hall has enormous banners hung from the natural walls, bearing the insignias of the Republic of the Claw and the Eagle and Croc tribes. The Great Hall has a central round table in the middle, painted on top with the aforementioned insignias, for the Praetors and Consuls to sit. There is a giant booth with hundreds of seats like a courthouse, but shaped as a half-circle around the central table, which itself is on a small stage. It is clear that the booth is for the democratic citizens of this Republic to vote and give their input during these meetings; a dramatic change from the monarchy and nobility structure of the Scorpion Tribe these people were formerly part of, and it becomes quickly apparent to the Bears that this is a separate faction from the fallen Crawler Empire. Two exact copies of this Great Hall exist in the tunnels beneath Wolf and Croc territories. The vehicles that began to be developed for the Eagles and Crocs are scrapped, copies of their blueprints taken to the aforementioned southern tunnels. There are chi-powered lights providing artificial sunlight in each Cave and cavern. There is no longer any physical or technological military presence here, the closest to that being research caves for practical science. Each Cave has an airtight metal sliding door at its opening to use in case of tunnel flooding. The mess hall and Great Hall Caverns have much larger airtight doors, formerly walls from the abandoned Imperial factories on the surface of Eagle lands above.
A letter is sent to the eagles. Multiple copies of the letter are sent by messenger eagles across the region in case the bears intercept one or more copies.
Eagle friends, we regret to inform you that our trade cannot continue, due to any aboveground appearances from us alerting the bear terrorists. We will continue to help you and the crocs in possible conflicts in any way we can, by manufacturing new vehicles for you and sending them up via mine carts and winch systems. Though we will maintain our alliance with you and the crocs, we're afraid you won't be seeing us on the surface for a long, long time.

"Three sir, we don't know how many more habe been released, but a couple of eagles were seen acting suspiciously, and we were finally able to chase them down, and so, we recovered these." The captain points at the letter. "Ah..." He hands the letters to a sub-ranking officer. "Take these and file them. Flush out the remaining crawler presence."
OOC: They're literally trying to exterminate an endangered species after that species stopped being part of the enemy faction, agreed to leave the region the Bears wanted them to leave, and removed all military presence from their tunnels. :/
