OOC: I think you misunderstand. The Spider and Bat leaders just have tribe members who are actually loyal. And since the leaders of those respective tribes control the generic NPCs, we do have control over the percent of the species' population that is loyal or not.
I'm not saying people can't have some RPCs who rebel against their leaders. I just don't want people to get carried away and create entire armies of NPCs who are somehow not loyal. That would basically be a second bat/spider/any species tribe, which would actually make the RP more convoluted, as you say. So as it is now, we're actually trying to keep the RP simple and less complicated. You are more than welcome to make a rogue RPC for any tribe.
OOC: A percentage, and only the NPCs, not other users' RPCs.
Then the solution is to not allow those splinter NPC armies period. YJF appears to disagree with you in that regard, as he's saying that it's impossible for any Spiders who haven't defected before whatsherface's reign to even dislike her. That's restricting the personalities of future RPCs. That's no good.

"But we shouldn't move too quickly. Of course I'd like to meet them, but we need to be discreet. Do you know where they are now?"

Even worse, I barely know what the world is like now... if it’s even real. I need to see more of it before I try starting something this big. Sorry, but I need to know my cards before I go all in.”
