With their leaders and the rest of their people finally rescued from Black Fang Mountain, the Gorillas regroup and return to the capital. Gorvan returns to his position as Gorilla President, of which he's midway through his term, and Ghana is logically elected Vice President. Now that the Outland crusade is finally concluded, the President is called by his Unichi allies, the Scorpion Consuls, who relate to him everything that happened at the Tribal Summit, and also tell him about the Wolf Government being dissolved by the new King Lobo.
With things back to normal by now in the Gorilla lands, focus is put toward militarization in light of this news about the Manta Ray Empire.

Ghana finds the President alone in the Cabinet Room, a large well-lit chamber decorated by paintings of revolutionary leader, with a life-size portait of Gorbav at one end. The table is occupied by a large map of the Gorilla Forest and its immediate neighbours, dotted with carved wooden pieces indicating army positions.
Gorbav is sat alone beneath Gorbav's painting, staring down at scattered papers detailing food supplies, tropp movements, border fortifications, and a myriad of other things. he seems weary, as if he hadn't slept properly for a few days, but seems perfectly strong and able as he stands to greet his visitor.
"Vice President Ghana," he says, walking over to meet his deputy. "How are you?" Ghana can tell from Gorvan's tone that she shouldn't say anything but pleasantries just yet; under the guise of greeting her, the President comes right over to the door, carefully shutting it behind the Vice President and turning the the key so that they cannot be intruded on.
With the room secure, Gorvan gestures for Ghana to take a seat. "So, what news?"

Several scouts come running into the Gorilla capital, going straight to the President's mansion. A few minutes later an excited aide runs into Vice President Ghana's office, shouting something about Eagles, Lions and armies, and saying that Gorvan needs to see her immediately

The president's office us a spacious room. A small chi-stone radio is perched upon a table, with Gorvan's secretary standing over it, listening to a message. Two sofas and an armchair occupy the end of the room nearest to the door, but are unused. Several junior aides and secretaries are stood in the middle of the room, but part when they see Ghana.
Around the president's desk at the back of the room, the more senior gorillas are clustered. Gorvan is sat behind the table, staring in silence at the map laid on it. whilst the ministers of defence and foreign affairs, along with the chiefs of the army, air force and secret service, are talking, constantly interrupting each other and gesturing in disagreement.
Looking up, Gorvan raises his hand for silence. "Vice President Ghana, come in." He turns to the head of the secret service, a thin man called Gobbitt. "Tell her."
"Ma'am," Gobbitt says politely, "We have had some deeply concerning reports. Both my agents and army scouts have sighted a combined force of Eagles, Phoenix and Wolves moving through and above the Great Forest. They have surrounded the Lion City, and we haven just had confirmation that the battle has begun."
The head of the army, Field Marshall Garrick, interrupts. "If they take the Lion City, Primordium will control the Chi! Galvanor will cut off shipments to anyone who won't obey him! The Phoenix have already left us vulnerable to the Hunters, we cannot afford to loose access to Cavora as we-"
The Foreign Minister, Geoff, cuts him off: "We must not take any action that risks alienating anyboy, or else-"
"Before we do anything, we must consult our Unichi allies," interjects the Defence Minister, Gail.
"Aye, but we must act fast," argues Air Marshall Griselda. The Lions have strong walls, but their defence will not hold against both the Eagles and the Phoenix, even if they use every Lion Copter ever built! Their air force will be pummeled to pieces!"
"Perhaps, Geoff suggests, "We could bring Primordium and the Lions to the negotiating table. A peaceful settlement would-"
"ENOUGH!" Gorvan booms. "Ghana, what do you think? What should we and Unichi do about this war?"

Galvanor has shown that he wants to force people to side with him, and he'll likely take control of Cavora. Personally, I think it's reasonable to side with the Chima Alliance at this point. The Lions already agreed to help us reclaim Wol'jin's presidency as well. When Unichi retakes the Wolves, Primordium will have only two tribes remaining. Though I suppose we should consult the Scorpion and Forgotten leaders about this, before we make any move to publicly join the war."

Gorvan pauses for a moment, thinking.
"I agree. Ganella, get me the Unichi leaders on the radio. I don't care what they're doing, I need to speak with them now. Ghana, you'd better stay for the meeting; the rest of you may leave. Gail, Marshals, make all necessary preparations. I want all military leave cancelled and our vehicles fully fuelled."
The others file out of the office, while the secretary, Ganella, sends a priority message to the Scorpions and Forgotten, requesting their leaders answer immediately.
The tranquil peace of the forest is shattered as the signal goes out for a general mobilisation of the Gorilla Army. Hundreds of mechs dart between the trees as they hurry to the northern border, whilst landcruisers roar along the roads; helicopters, fighters and bombers rise from the airfields and a massive force of infantry marches out of the main HQ. The anthem of the Gorilla Republic plays on loudspeaker whilst a giant hologram of the Unichi symbol is projected into the sky.
"Gorillas!" President Gorvan calls out, his mech perched atop a high tree. "Today, we go to war! Not because of petty squabbles, nor out of greed, nor because we are declaring ourselves allies of the Chima Alliance. We fight for the principles that built Chima as we know it; the neutrality of the sky-mountain and fair distribution of the Chi by the Lion Tribe. By his actions, the Gryphon Galvanor and his Wolves, Eagles and Phoniex have endangered those principles. They have already cut off supplies of Fire Chi, leaving us vulnerable to Hunter aggression, and now they try to claim the Chi Falls! We fight for Cavora!"
As the forest trees shake with the sound of cheering citizens and moving soldiers, Gorvan's mech leaps down to the ground, and the Gorilla Tribe marches to war.

(Btw The J, just to let you know that a) The Scorpions and Forgotten have been sent radio messages informing them of Gorvan's decision to go to war, and b) Ghana is now is control of the HQ here while Gorvan leads the attack.)
A radio transmission informs the Gorilla commanders here of Gorvan's eastward march. The tribe quickly scarmbles all available transport vehicles and loads them with supplies for the Outlands campaign, and a long convoy soon leaves the forest.
