Nowhere does it say a Toa or similar being CANNOT create lightning from a distance. It makes sense that if a Toa of lightning can command lightning to strike from the sky, then, they can make lightning strike from inside something.

As for Emarcee, I’d advise to not having him come off as a weakling to be pushed around. If he thinks himself a god, then he wouldn’t go about trying to attack anyone who gives him disrespect. That’s what someone with something to prove does. Not to cause any offense or anything, just a notice about how to better perform characterization in the future.
