2006 or 2007. Nothing compares to them, IMO.
In 2006, I got almost every set except for Haakan because he scared me, Umbra because he was a Target exclusive if I remember correctly, and Vezon and Fenrakk for the same reason. Brutaka and Axxon are far and away the best sets ever released by the Bionicle line, except for perhaps Hydraxon in 2007. The story was awesome, the Toa were awesome, the Piraka were cringy but awesome, and it was the height of my obsession.
In 2007, I loved the story even better. The Barakki were something I'd never seen before in a Bionicle villian team (If you can even call them a team, they were always fighting): They were scary. Creepy. They slinked around in the dark. That music video for Creeping in My Soul is haunting, and gave 7-year-old me nightmares. I was scared of the Barakki poster that came in the January 2007 LEGO Magazine. I was scared of the sets, even the one I got (Pridak). Then. the Mahri arrived. It was triumphant, too. The Toa were way cooler than the year before, as the color were less dark and more muted. Each had their awesome underwatery look, with different ways to attach the air tubes in each set. I got Jaller, Nuparu, Hewkii, and Matoro. I wish I'd gotten Kongu and Hahli as they're clearly the coolest ones. Once again, the story and atmosphere were exceptional. Everything was basically perfect besides lime green joints. I can look back now and recognize the genius design in a lot of the Barakki. It's incredible how a simple toy can be given such an intimidating and terrifying feel.
By the way, I know Hewkii Mahri gets a ton of hate, but I think it's unwarranted. His may be thin at points, yes, and his mask is strange, sure. However, his build perfectly captures that free-diver feel. The other Toa were far more modern and shiny and new. Hewkii captured this rugged feeling that worked really well, in my opinion. Plus, giving the Mask of Gravity to the Toa of Stone during the Underwater theme? Genius. I will not stand for any Hewkii Mahri hate.
