Once a powerful kingdom under the dominion of the Witch-King, Angmar is now a desolate, barren land. I could describe its history, but you probably already know it, and it would take a while.
So if you do want to know it, just look it up on Tolkien Gateway. Or read about it in the Appendices.
In this RP, Angmar borders Forodwaith to the North, the North Downs to the west, the Lone-Lands and Ettenmoors to the south, and Gundabad to the west. It provides the standard 1,000 MWE to whomever claims it.
