You know the rest of Mr. Batman's rogue gallery needs some attention. The Crime Doctor (Basically, a doctor with criminal ties that gangsters go to for medical help.) is an interesting concept. A vacuum left in the criminal underworld is a perfect excuse to introduce him...unless they are saving him for either the upcoming Penguin or Arkham shows.
For smaller roles, Metalhead (to my knowledge a one off villain looking to join Black Mask's False Face society during Prelude to Knightfall who wears a literal suit of spikes,) as a low level thug looking to move up. Maybe he can act as an informant for the GCPD or a double agent with his own goals. I'm hearing rumors of Scarecrow, but the real question is if it's true...will they make him speak in rhymes...
{JAMMERS! SPOILERS FOR THEBATMAN2022} An entire city underwater... Perfect for a winter setting... Arnold's Mr. Freeze is iconic...for an Adam West's Batman type setting. (I'm sorry, I've never mustered up the courage to see the 90's Batman films save for memes I've seen floating around.)

It seems like they tried to keep The Batman (like the Nolan trilogy before it) fairly believable in terms of tech, so Mr. Freeze would surprise me a little bit... I'm not saying I would be against it but it feels too good to be true.
Batman and Robin is classic. The casting is fantastic and the jokes are funny... that's about all i've got

Scarecrow was originally a professor at a university—perhaps adapt the lore of Bruce's time spent at Gotham Academy? (Actually, the idea of having Jonathan be Bruce's former professor is hilarious, but on a serious note maybe have Jonathan be the subject of investigation and Bruce is trying to prove his innocence in front of the cameras while Batman investigates behind the scenes. Enough evidence is found to have Jonathan acquitted, but upon further investigation Bruce finds that Jonathan really is guilty and have a moral dilemma on where to go from there. Now there's a movie plot. )

I haven't read up on any of the news concerning the sequel, but perhaps you are speaking of the new Batgirl film? (Or are you merely speculating? If so, most likely a female Robin...or perhaps introduce casuals to Stephanie Brown a.k.a Batgirl a.k.a Spoiler. From what I can remember, she was the daughter of a criminal so that would be an interesting angle to explore.)
